About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for RFP #S-63500-00015834 issued by the Deschutes and Mid-Columbia Wildlife Districts in Oregon for helicopter services. The procurement seeks a contractor to provide up to two helicopters with experienced pilots and support services, including a fuel truck with a licensed driver to support simultaneous missions. The contractor will provide approximately 250 hours of helicopter flights annually for big game census operations. The document serves as an attachment to the main RFP and requires proposers to complete and submit the outreach plan as part of their proposal response.
The attachment requires proposers to disclose whether they are Oregon-certified firms under ORS 200.055, including certifications as disadvantaged businesses (DBE), minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran businesses (SDV), or emerging small businesses (ESB). Proposers must list any contractual relationships with certified firms from the past two years, identify potential subcontracting opportunities with estimated dollar values, describe outreach steps to solicit certified firms for subcontracting, and commit to reporting subcontractor information and values to the Oregon Certification Office for Business Inclusion and Diversity (COBID) if awarded the contract. The information submitted in response to this clause is not considered in any scored evaluation of the proposal.
