Operations will cover Hood River, Wasco, Sherman, Gilliam, Jefferson, Deschutes, Crook, Klamath, Lake, and Harney Counties, Oregon, with missions scheduled during fall for deer surveys, summer for pronghorn/bighorn sheep/mountain goat, and spring for elk/deer/bighorn sheep. The proposal opening date is March 5, 2026 at 2:00 PM PDT, with questions due by February 23, 2026. The anticipated award notice will be issued around March 12, 2026, with an award protest period of seven calendar days thereafter. The contract term is anticipated to be eight years through June 30, 2034, with annual pricing adjustment reviews conducted in May.

Pilot requirements include a minimum of 3,000 hours as pilot in charge of helicopter flight time on equivalent aircraft and a minimum of 1,000 hours of low elevation operations. Aircraft must be FAR Part 135 certified and maintain current FAA and Oregon State Division of Aeronautics compliance. The Agency will provide up to three biologists as observers and survey equipment, while the contractor is responsible for aircraft maintenance, mechanic services, and safe operation in sub-zero temperatures and potentially inclement weather conditions without guaranteed indoor cover. Failure to provide replacement aircraft or pilots within 48 hours may result in $500 per day penalties or contract termination. The RFP specifies that all repair work must meet FAR Part 135 standards, and the Agency reserves the right to ground any pilot deemed unsafe or performing unsatisfactorily.

ODFW’s mission is to protect and enhance Oregon’s fish and wildlife and their habitats for use and enjoyment by present and future generations. The Agency is seeking a contractor (hereafter “Contractor or Proposer”). Contractor will provide up to two (2) Helicopters, experienced Pilot(s), and support services including a fuel truck with licensed driver to support simultaneous missions. The Proposer will provide approximately 250 hours of helicopter flights annually for big game census operations.

The Period of Performance will occur during the fall for deer, during summer for pronghorn, bighorn sheep and mountain goat, and during the late winter/spring for elk, deer, and bighorn sheep.

Agency is seeking Proposals to perform the Services and provide the Deliverables (collectively, the Work) laid out in the sample contract (Contract or sample Contract). The Responsible Proposer who submits the highest-ranking Proposal is the Successful Proposer.

Agency anticipates the award of one Contract from this RFP.

The term of the Contract is anticipated to be eight (8) years (through June 30, 2034). In May of each year the Agency will contact the Contractor to discuss a pricing adjustment. 2.3 OVERVIEW AND PURPOSE

2.3.1 Agency Overview and Background

The Agency’s mission is to protect and enhance Oregon's fish, wildlife, and their habitats for use and enjoyment by present and future generations. Proposals are being requested by the Agency’s Wildlife Division. The Wildlife Division consists of two main programs – Diversity Program and Game Program.

DAS Procurement Services, Version 4.5 March 31, 2023 Page 6 of 23

• The Diversity Program is responsible for statewide species surveys, conservation and management of sensitive, threatened, and endangered species, marine mammal health, and implementation of the State Wildlife Action Plan

• The Game Program is responsible for inventories of game species, game management, hunter surveys, harvest regulations, investigation of wildlife diseases, wildlife damage prevention and response, and predator control.

This proposal request is under the Game Program with the goal of supporting the Agency mission by conducting big game survey operations, wildlife research, disease surveillance, other wildlife species census, related wildlife actions, and habitat condition inventories.

2.3.2 Project Overview and Background

Rocky Mountain elk, mule/white-tailed deer, bighorn sheep, Rocky Mountain goat and pronghorn are the primary big game species in Eastern Oregon. These species have high social, economic, aesthetic and hunting values and play important roles in the economies of rural communities.

Periodic abundance estimates and annual post hunting season/post winter sex ratios and young to adult ratios are critical to Agency objectives to achieve healthy big game populations and recreational opportunity.

2.4 SCOPE OF WORK/SPECIFICATIONS

The Successful Proposer will provide up to two (2) Helicopters, experienced Pilot(s), and support services including a fuel truck with licensed driver to support simultaneous missions. The Proposer will conduct approximately 250 hours of helicopter flights annually for big game census operations during the fall for deer, during summer for pronghorn, bighorn sheep and mountain goat, and during the spring for elk, deer, and bighorn sheep.

Anticipated areas of operation will include all areas within Hood River, Wasco, Sherman, Gilliam, Jefferson, Deschutes, Crook, Klamath, Lake and Harney Counties, Oregon. Additional need for wildlife management activities including, but not limited to, disease surveillance, damage activities, wildlife research, limited wildlife capture operations, and animal census may be requested of the Contractor during other times of the contract period.

TASKS:

Successful Proposer will:

a. Provide up to two (2) helicopters, experienced pilot(s), fuel/service truck(s) and driver(s) to support simultaneous missions.

b. Transport up to three (3) authorized Agency personnel as flight passengers to conduct big game surveys, wildlife research and disease sampling procedures at designated locations.

c. Conduct approximately 250 flight hours annually that will include wildlife surveys, wildlife research, disease sampling assistance, and habitat condition surveys, during three (3) separate mission periods, throughout several wildlife management units.

Operations are expected to work in an efficient manner through Hood River, Wasco, Sherman, Gilliam, Jefferson, Deschutes, Crook, Klamath, Lake and Harney Counties, DAS Procurement Services, Version 4.5 March 31, 2023 Page 7 of 23 however the order and direction of operation will be based on needs of the Agency.

Refueling will often occur in remote locations via fuel truck.

d. Provide mechanic services, given reasonable accommodations, to perform any necessary aircraft maintenance during the contract period.

e. Meet with the designated Agency biologist and be ready to fly at sunrise each morning.

The usual procedure will be to fly eight (8) hours per day, at the Agency biologist’s discretion.

f. Provide the ability to support on-board tablet devices with ship supplied power and mounting options for project needs. Agency will provide tablets (iPads).

g. Be ready to launch the aircraft in sub-zero temperatures and potentially inclement weather and without overnight indoor cover. The agency cannot guarantee indoor cover or access to electrical outlets for this project.

h. Determine all conditions regarding safety prior to and during the flight. Advise Agency if conditions are unsafe and either forgo the particular flight or return to base or any other site deemed appropriate for safety reasons.

i. For non-flight (Stand By) days to accommodate for weather, Agency may choose to reimburse the Contractor a flat rate per day.

AGENCY will:

a. Provide up to three (3) Agency biologists as observers and survey equipment.

b. Provide dates and times of flights.

c. Provide maps of areas to be surveyed as requested by Contractor.

DELIVERABLE REVIEW AND ACCEPTANCE PROCESS:

Coordinate flight schedule with Agency contact no less than 30 days in advance of the anticipated start date. Flight schedule is approximate, and may be subject to change for reasons of inclement weather, animal distribution as a result of range conditions and weather, data collection needs, or budget availability. Schedules may be adjusted between locations if necessary to complete survey work in an effective manner. Actual departure sites may vary to facilitate efficient and safest use of helicopter time. Schedule may also require non-flight days to accommodate weather conditions, aircraft service schedules, and unforeseen events. Additional mission periods may be requested by Agency within the contract period.

2.5 Safety Procedures:

The Successful Proposers pilot(s) must communicate and maintain all safety procedures. Safety procedures will not be compromised at any time during the contract.

2.6 Aircraft to be provided: as described in section 3.1.1
