About this file
This is Amendment 1 to Request for Proposal #S-63500-00015834 issued by the Oregon Department of Fish and Wildlife, acting through the Deschutes and Mid-Columbia Wildlife Districts, for helicopter services supporting big game census operations across ten Oregon counties. The amendment, dated February 17, 2026, modifies the original RFP by incorporating new contract exhibits and federal funding requirements. The procurement calls for up to two Bell 206BIII JetRanger helicopters or equivalents with minimum 340 horsepower turbine engines, experienced pilots meeting strict experience requirements, and support services including a four-wheel drive fuel truck with licensed driver to provide approximately 250 hours of annual helicopter flights. The amendment establishes that questions must be submitted by February 23, 2026, with proposals due March 5, 2026 at 2:00 PM PDT. The anticipated award notice will issue around March 12, 2026, followed by a seven-calendar-day protest period. The contract term is anticipated to be eight years through June 30, 2034, with annual pricing adjustments conducted in May.
Amendment 1 adds mandatory federal compliance requirements by incorporating Exhibit D (Federal Terms and Conditions) and Exhibit E (Debarment and Suspension Form), reflecting that contract payments will be funded with federal funds. The amendment reorganizes contract exhibits, renumbering Administrative Summary to Exhibit F and the RFP document and Price Proposal to Exhibits G and H respectively. Evaluation criteria remain unchanged at 140 total scored points, distributed across price proposals (15 points), references (15 points), understanding of services and project scope (30 points), general contractor qualifications (40 points), and pilot qualifications (40 points). Compensation is structured on hourly rates for helicopter and pilot services, hourly rates for fuel service truck and driver support, mileage rates, per diem allowances up to 20 days annually for up to two people, and stand-by rates for non-flight days. Liquidated damages of $500 per day apply for equipment breakdowns or pilot replacement delays exceeding 48 hours.
