About this file

This is a Questions and Answers (Q&A) document for NATO RFP-ACT-SACT-26-62 for Custodial Services, issued on 21 August 2026. The document addresses 25 clarifying questions raised by prospective bidders regarding solicitation requirements, evaluation criteria, and contract performance expectations.

Key contractual details include: the RFP covers custodial services at HQ SACT building and optional services at JFCNF; the revised proposal closing date is 08 September 2026 to avoid Labor Day conflicts; pricing evaluation will use only the HQ SACT Custodial Services Price Matrix; and these are two separate contracts where bidders determine how to fulfill requirements, including whether to use shared or dedicated personnel across both contracts. The Project Manager/Onsite Supervisor for HQ SACT must possess a minimum SECRET security clearance. No collective bargaining agreement or wage determination requirements apply, though General Terms and Conditions section 21.a requires compliance with local country laws. Previous contract award information is available at https://www.act.nato.int/opportunities/contracting/ under contract IFIB-ACT-SACT-21-29 from 2021. The solicitation does not require exterior window cleaning or provide a square footage breakdown for HQ SACT sections. Periodic work including carpet cleaning and floor stripping may be performed after hours or weekends. Quality Control Plan examples must be submitted within 10 days of award, with actual employee lists required at the same time. The COTR will serve as the point of contact for custodial supplies and equipment delivery, and the contractor assumes all costs for nationwide criminal background checks and must maintain OSHA compliance with properly supervised after-hours work.
