About this file
This document is a set of subcontractor questions and answers for the Fermi National Accelerator Laboratory's Kautz Road Construction Entrance Alterations project (RFP #367004). The Q&A document covers technical clarifications and specifics about the construction project, including pavement specifications, utility work, electrical installations, and contract administration details. Key clarifications include: the pavement section has been approved by IDOT for an auxiliary lane design, the utility protection pad has been removed from the contract, the subcontractor is responsible for construction layout and as-built documentation, and the contract will use thermoplastic pavement markings. The contract is a firm fixed-price contract, with the expected award date 2-3 weeks after the proposal due date, and construction can start after contract award, pre-construction meeting, and submission of pre-Notice to Proceed (NTP) submittals. Fermilab's in-house utility locator will handle on-site utility location, and all existing signs will be salvaged and reused.

SUBCONTRACTOR QUESTIONS – SET 1
JUNE 17, 2025
1. General Clarification
Subcontractor to manage their spoils stockpile. Piles to be leveled out and maintained.
2. Contractor Question
Has pavement widening detail been approved by IDOT for the work on RT 56? A typical IDOT pavement section is 12-to-24-inch aggregate subgrade, 10-inch hot mix asphalt binder, and 2 inch surface N70 mix.
FFDG Response
The pavement section has been approved by IDOT. The pavement section is based on an auxiliary lane design and not a mainline pavement design. The material and depths meet the HMA Mix requirements and IDOT BDE Std.
3. Contractor Question
From Page 45, the Utility Protection Pad. From the table, if I am interpreting this correctly, contractor to pour approximately 1040 square of concrete utility protection slab? Is there anywhere to find the depth of the pipe so the amount of trench backfill can be calculated? I see the note about vacuum excavating before.
The Utility Protection Pad has been removed from the contract with Amendment 1.
4. Contractor Question
Will contractor be responsible for construction layout?
The subcontractor is responsible for construction layout. Reference note #25 of Drawing 2.
5. Contractor Question
How many control points will be provided?
Page 7 of the contract drawings have three (3) benchmarks for contractors use. The alignment data is also provided for construction layout.
6. Contractor Question
Is contractor responsible for construction as-builts?
The subcontractor is responsible for construction as-builts. Reference specification section 01 77 00 CLOSEOUT PROCEDURES, 01 33 00 SUBMITTALS and 01 78 39 PROJECT RECORD
DOCUMENTS.
7. Contractor Question
Specifications SECTION 32 17 23 – PAVEMENT MARKINGS call out pre-form plastic while plans and pay items call for a standard thermoplastic striping?
The pavement marking type for the entirety of the project shall be Thermoplastic. The Specification for Preformed Plastic shall be removed.
8. Contractor Question
Anticipated contract award date?
The contract is expected to be awarded 2-3 weeks following the proposal due date.
9. Contractor Question
Anticipated earliest start date?
Construction can start as soon as the contract is awarded, the pre-construction meeting is held, the pre-NTP submittals are submitted/accepted, and the NTP is issued. If the pre-NTP submittals are submitted by the subcontractor in a timely matter, Fermi anticipates an NTP issuance 2-3 weeks post-award. Badging can be applied for simultaneously and typically takes around 1 week for approval.
10. Contractor Question
From page 23, how will signage materials be paid? IDOT typically separates by items by: mounts (breakaway, surface mount), poles (linear feet), and flat stock (square feet).
There are sign panel type 1 and metal posts in the RFP Price Proposal Form: Base Work Section 1.
11. Contractor Question
Were any signs that are existing anticipated to be salvaged and reused?
All existing signs shall be salvaged & reused.
12. Contractor Question
Who locates utilities for Fermilab on-site?
Fermilab’s in-house utility locator will locate or coordinate the locate for all utilities on the Fermi-site.
13. Contractor Question
I know we fill out the bid form but will this be a lump sum bid with only approved change orders as extras or will you be measuring and payout at the unit pricing in the bid form?
This contract is a firm fixed price contract. The work shall be performed as shown in the contract documents.
Measurements will be made to confirm quantities installed. Any variations from the quantities shown in the bid form will be adjusted in the contract with a change order.
14. Contractor Question
Missing Items: Concrete barrier wall move and relocate, Concrete pad removal, Abandon Conduit, Chain link fence removal, Remove 15” FES, Gravel removal, Guardhouse removal and deliver to railhead.
A revised bid form will be re-issued with Amendment 1.
15. Contractor Question
Per drawing 76 Fiber requirement #1 – Please confirm that no additional locating wire will be required at the existing conduit utilized for new fiber install. Presumed existing to remain.
Confirmed. Tracer wire is only to be installed with the newly installed conduit.
16. Contractor Question
Please confirm, E.C. is to install, test, and apply LC terminations to fiber. All final connections, patch panels, switches, etc. will be supplied and installed by Fermilab.
Confirmed. Subcontractor is only responsible for fiber install, testing, and LC/UPC connectors.
17. Contractor Question
Will the handholes on drawing 75 detail #2 be considered confined space once installed?
These handholes will not be considered a confined space once installed.
18. Contractor Question
We presume that all items not explicitly labelled as a bore will be trenched as per drawing 75 Detail #1.
That assumption is correct. Trench is allowable in locations not explicitly labeled as “Bore”.
19. Contractor Question
In Base work section 1, it is listed as 196 Ft of Aggregate shoulder. This is supposed to be SY correct?
Also, what is the typical thickness/depth for this shoulder?
This is in Tons. A revised bid form will be re-issued with Amendment 1. This is Type B Aggregate Shoulder and the detail is shown on Drawing 47. It tapers down from the depth of the HMA to 0”. The detail with the Base Widening (Cross Section A) should be followed.
20. Contractor Question
Can you please clarify is the quantity of utility construction pad is just the line item 15, 13 on the base work section or is it the utility section pad details on sheet #45? Also, can you specify the exact locations of these utility protection pads please.
The Utility Protection Pad has been removed from the contract with Amendment 1.
21. Contractor Question
The following show up on the schedule of values:
Base Work Section 2 Item 15 – Utility Concrete Protection Pad – 52 Square Yards
Base Work Section 3 Item 13 – Utility Concrete Protection Pad – 52 Square Yards
On Plan Page 45 show the detail but more importantly the table on the bottom right disclosing station locations and sizes. And if we total the square yards of said table it would add up to 1,040 Square Yards.
Were the amounts supposed to be 520 Square Yards a piece? Is this intended for where the electrician will place his underground line?
The Utility Protection Pad has been removed from the contract with Amendment 1. Item 13 in Base Work Section 3 refers to the concrete pad for the guardhouse, and this item description has been revised.
22. Contractor Question
Per drawing 77 Note #3 – Please provide a detail/part number for the QTY-1) Gate Service Light. Will this fixture require a new base, pole, and feed? Are the service lights the same as the hazard lights shown on drawing 60?
The electrical plans state “service lights” which are the hazard lights noted on page 60. The lights in question are hazard lights that are mounted on the gate (See “Proposed Gate Detail” on page 60). The hazard lights are called out as “Red flashing barricade hazard light.” There are two (2) lights as shown. The lights shall be waterproof and shall NOT be solar powered.
