U.S. Nuclear Regulatory Commission Responses to Questions Information Technology Infrastructure and Support Services (RFP-33-11-325)

ID RFP Reference Question Response
364 Q&A ID #76,
Response Package 1 dated April 20
The answer to question 76 indicates that the Service Contract Act (SCA) will apply to this acquisition. Does SCA apply to the current contract? Please confirm that the Government will provide the appropriate Wage Determination information and that vendors will have sufficient time, once it has been provided, to distribute it to their teammates in time for meaningful cost proposals to be prepared and delivered by the due date. Please also confirm that the Government will be identifying the categories which are considered SCA categories.
The prior answer to question 76 was incorrect. The Service Contract Act does not apply to this acquisition.
371 General Clarification Requested
We recognize the following:
1. No cost data of any kind shall appear in the Technical and Management volume.
2. The SB Subcontracting Plan is to be an appendix to the Technical and Management volume.
3. The FAR-compliant version of a SB Subcontracting Plan must include actual cost information to include total contract value.
How can these statements be reconciled?
The NRC will firewall the appendix containing the SB Subcontracting Plan from the reviewers of the Technical and Management volume.
372 General Clarification Requested
One additional concern. The response to Question #359 in Round 4 could be interpreted to mean the section in question (Section 3 - Corporate Experience and Past Performance) is included in the page count; whereas the supporting material can be included in an Appendix.
It is our understanding that only Section 1 is subject to a page count limit (100) and that all other sections do not have a page count limit (excepting resumes and past performance length).
Please confirm that the Corporate Experience and Past Performance section is not subject to a page count, but that NRC would prefer offerors to place supporting material in an appendix.
That is confirmed.

ID RFP Reference Question Response 373 General
Clarification Requested
Is UPS equipment GFE, or does the offeror need to include it in their solution? The incumbent contractor provides UPS equipment for network distribution equipment throughout NRC headquarters, the Regions, and satellite offices. ITISS Offerors should include these UPS in their proposal. The NRC provides GFE UPS for servers maintained in the Data Center and Regional and satellite office server rooms, so the ITISS Offerors do not need to include those UPS in their proposal.
374 General Clarification Requested
Will the Government provide the product names for the agency provided tools referred to in "RFP-33-11-325_USNRC_ITISS_Security_Tools.pdf" so that the offeror may ensure that they will integrate into their proposed solution? If some of the tools are still in the evaluation or planning stages, will the government entertain recommendations from the successful offeror?
At this time, the government will not release product names for the security tools previously provided in a response to earlier questions.
375 General Clarification Requested
Reference: Page C-39, Under Section C.30 2052-209-72 Contractor Organizational Conflicts of Interest (Jan 1993), Paragraph (i) Follow on effort, it states that the Contractor is ineligible to participate in NRC contracts, subcontracts, or proposals which stem directly from the Contractor's performance of work under this contract. Paragraph (i) (1) states that the contractor is not eligible to perform or participate in the initial contract if the contractor, under this contract, prepares a complete or essentially complete Statement of Work or specifications.
Question: Is it the Government's intent that (a) the contractor is ineligible to participate in the recompete of this contract in six years or (b) the contractor is ineligible to perform or participate in the follow on contract ONLY if it has involvement with the preparation of the SOW or specifications. Please clarify
It is Government's intent that the contractor is ineligible to perform or participate in the follow on contract ONLY if it has involvement with the preparation of the SOW or specifications.
