SUBJECT: Amendment No. Four (4) to Request for Proposal (RFP) 294-12-000008;
Local Construction Program (LCP)
Amendment Date: October 26, 2012 Round 2 Questions Deadline: November 4, 2012
Closing Date: November 26, 2012
Closing Time: 16:00, Tel Aviv Local Time
ATTENTION PROSPECTIVE OFFERORS:
The purpose of this Amendment is to advise all prospective offerors of the following:
1. Under page 2 of the Cover Letter, amend paragraph 5 to correct a typographical error in the attachment number. The Partner Information Form is Attachment No. J-3 to the RFP.
2. Under page 2 of the Cover Letter, delete paragraph 6 in its entirety and replace it with the following:
“Joint Ventures may respond under this RFP. However, proof of the registered Joint
Venture as a local entity as well as its registration in the PCU are required at the time of submittal of the proposal. In the absence of proof of a current registration, the proposal will not be considered for award. “
3. Under page 3 of the Cover Letter, delete paragraph No, 2 and 3 and replace them with the following in lieu therefore:
“All proposals in response to this RFP delivered on the closing date noted above shall be delivered to the below address:

4. Under Section L of the RFP, subsection L.7, Delivery Instructions, delete the “Hand-
Carried Address” and replace it with the following:
“Hand-Carried Address:
All proposals in response to this RFP delivered on the closing date noted above shall be delivered to the below address:

5. Under Section L.9, Instructions for the Preparation of the Technical Proposal, delete subsection II, Offeror Experience, in its entirety and replace it with the following:
“II. OFFEROR EXPERIENCE (Basic IQC)
The Offeror must describe its experience with regard to its management and performance of construction projects. If the work being described was performed under a subcontract, the Offeror shall only describe the segment of the work it implemented and not the entirety of the overall project. USAID will not review any experience information submitted relative to the offeror’s subcontractors, if any.
The Offeror must describe its experience in:
a) implementing individual infrastructure projects with a minimum contract value of
$750,000 over the past 5 years and
b) implementing concurrent large scale infrastructure projects with a combined contract value in excess of $3,000,000, including at least two projects with a minimum contract value of $750,000 each in one or more of the sectors described in Sections C.8.1.a through C.8.1.d at any point over the past 5 years. Again, contract value refers to the value of the Offeror’s contract only, not the overall value of the project. ”
6. Under Section L.11(b), Sub-Part 3 - Joint Venture Information, delete the last sentence in its entirety and replace it with the following:
“Proof of registration of the Joint Venture must be submitted with the proposal package otherwise, the proposal will be rejected in its entirety.”.
7. Under Section I, Contract Clauses, insert the following clause:
“I.17 LIQUIDATED DAMAGES—CONSTRUCTION (SEPT 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount specified in each Task Order for each calendar day of delay until the work is completed or accepted.
(b) If the Government terminates the Contractor’s right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.”
8. Under the RFP, delete section M.2, VI, Task Order Technical Proposal, in its entirety and replace it with the following:
“I. Task Order Technical Proposal (15 points)
Each offeror’s technical proposal will be evaluated based upon the Task Order
Technical Proposal Evaluation Criteria specified in Section M.2 of attachment J-
6.A.1 "Task Order-ROAD-RFTOP”. These criteria are summarized as follows:

TASK ORDER MANAGEMENT
The extent to which the offeror and its major subcontractors convincingly demonstrate the resources and capacity required to successfully implement the Task Order.
II
KEY PERSONNEL
The extent to which the prime contractor’s proposed key personnel demonstrate the offeror’s ability to successfully and effectively implement the Task Order.
9. Under attachment No. J-6.A.1, delete section M.2, Technical Proposal Evaluation
Criteria, in its entirety and replace it with the following:
“M.2 TECHNICAL PROPOSAL EVALUATION CRITERIA
The criteria below reflect the requirements of this particular solicitation.
Offerors should note that these criteria: (1) serve as the standard against which all proposals will be evaluated, and (2) serve to identify the significant matters which offerors should address in their proposals.
The 15 points are distributed as follows:
10. In section L, subsection L.9, delete the 3 rd paragraph under page L.9 in its entirety and replace it with the following:
“The resume for the key personnel position is limited to 4 pages maximum.
Offerors shall include as part of their the resume package a letter of commitment signed by the proposed key person confirming their present intention to serve in the stated position, their present availability to serve, the number of days from contract award that they will be able to mobilize, the length of time they are committing to serve in the position, and that an agreement has been reached between the individual and Offeror concerning salary that is reflected in the cost proposal. Exclusivity agreements are not requested nor required for key personnel. This letter shall be attached to the resume”
11. Under Attachment J-6.A.1, RFTOP, Section L.4, delete subsection III, Key Personnel, in its entirety and replace it with the following:
“III. KEY PERSONNEL
Each offeror will submit resumes of the offeror’s proposed key personnel as outlined in
Section H.1 “Key Personnel”. Offerors are reminded that in the event of award, key personnel shall be under the direct employ of the prime contractor for the duration of the work activities under this contract. Subcontractor staff shall not be accepted as key personnel.
The offeror shall submit complete and current resumes (of up to three pages each) including three references for each key personnel. The resumes are to be included as an Annex to the
Technical Proposal. The offeror is advised that its key personnel will be subject to reference checks and verification of work history without any advance notice. All references provided must be external to the offeror’s own firm.
Offerors shall include as part of their resume package a letter of commitment signed by the proposed key person confirming their present intention to serve in the stated position.
Exclusivity agreements are not requested nor required for key personnel. This letter shall be attached to the resume”

12. Answer questions received, attached to this amendment.
13. Provide all forms related to the RFP in word format for Offeror’s convenience.
14. Provide a revised copy of attachment J-6.A.2, Task Order-ROAD-Cost Proposal Form
(Bill of Quantity).
There are no additional changes to this RFP.
