About this file
This is a Confidential Treatment Form for RFP26-2694 issued by the State of Michigan in connection with a Family Assistance Program Alcona-Iosco contract opportunity. The form serves as a mandatory submission requirement with all proposals and provides bidders with two mutually exclusive options for handling confidential information. Bidders must complete either Section 1, indicating that no confidential treatment is requested, or Section 2, formally requesting confidential treatment of specific proposal materials. The form does not address products, services, quantities, response dates, bidder meetings, or contract terms, as it functions solely as a procedural document for managing information classification during the proposal process.
Bidders electing to request confidential treatment under Section 2 must specifically identify protected materials by proposal page, section, and paragraph number and classify them as Trade Secret (TS), Proprietary Financial Information (FI), or Proprietary Information (PI). Each designation requires detailed written justification explaining how the material qualifies for protection under Michigan's Freedom of Information Act (FOIA) and applicable exemptions under MCL 18.1261. Bidders must also submit a separate redacted public copy of their proposal with all confidential information removed. Notably, the form prohibits confidential treatment requests for resumes, pricing, and marketing materials. The State of Michigan reserves final authority to determine whether designated materials actually qualify for FOIA exemption and may disclose proposal contents in response to FOIA requests without prior notification to the bidder. Failure to submit a completed form or improper completion may result in the entire proposal being publicly disclosed without redaction.
