About this file
This document is Addendum #2 for the Earl Brown Park Signs Request for Proposals (RFP-25-03) issued by the City of DeLand, Florida Finance Department. The addendum provides clarifications to contractor questions regarding sign replacement details for Earl Brown Park. Key specifications include replacing sign panels for signs 2-8, with existing brick pillars for signs 2, 3, 4, 5, 6, and 8 to be reused, while signs 1 and 7 will receive new brick pillars. Contractors are instructed to provide new graphics, lettering, and city logos, with flexibility in panel materials such as aluminum or graffiti-resistant laminated plastic. The proposal opening date remains March 25, 2025, at 3:00 P.M.
The addendum allows proposers significant design flexibility, encouraging them to submit pricing for their preferred construction materials and providing options for sign configurations. For sign 8, contractors must include pricing to remove and replace the existing message board, with the option to provide an additive alternate price for an electronic message board. Proposers are asked to submit their preferred material of construction on the bid form and can attach additive or deductive alternate designs with descriptions and pricing. The selection of a contractor will be based on criteria outlined in the original request for proposals, with no changes to the overall terms and conditions of the original RFP.

RFP-25-03
March 17, 2025 Addendum #2
TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Proposal package for the above-mentioned Proposal. Contractors are requested to acknowledge receipt of this Addendum with their
Submission.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Q: are the existing brick pillars for signs 2, 3 ,4, 5, 6, 8 to remain and be reused?
A: Yes
2. Q: So those signs (2,3,4,5,6,8) just need a new panel with the new graphic?
A: Generally, panels are to be replaced with new graphic and lettering and the existing fence background and City logo at the top of each sign is to be replaced with the new “grill” and logo.
Please refer to the price proposal form, specifications and attachments for details
3. Q: What material do you want the panels made from?
A: Proposers may submit panels made of aluminum, graffiti resistant laminated plastic or materials of their choosing. Please see details in the bid package and prior addendum.
Selection of a contractor will be based on the criteria in the request for proposals.
4. Q: Does the city want a thick framed out pan for each sign?
A: Not necessarily. For single sided signs, panels can be installed closer to the front of the columns if desired. For double sided signs, a framed out pan or two panels with spacing between may be proposed.
5. Q: Signs 1 and 7 get new brick pillars, does the City want real brick or faux foam brick?
A: Proposers may submit designs based on real brick or materials of their choosing. Proposers are encouraged to submit pricing for their preferred material of construction on the bid form and attach an additive or deductive alternate design with description and pricing to their proposal.
6. Q: Please explain scope for sign 8.
A: Existing columns, foundation and lighting to remain. Stucco wall between columns to remain and be reconditioned (remove existing lettering, touch up stucco, repaint). Stucco wall does not need to be enlarged or extended. Install new lettering, new grill with City Logo per Request for Proposals. Please refer to details in Request for Proposals and prior addendum
7. Q: Are you calling for an electronic message center/video screen? Or are we removing what is in the photo and simply replacing it with the same thing?
A: Please include pricing to remove and replace the existing message board with the total price for Sign 8 on the price proposal form. If desired, please provide an additive alternate price for an electronic message board as an attachment to your proposal.
Please note that the proposal opening date and time remains March 25, 2025 @ 3:00 P.M.
