PROJECT NAME & LOCATION

“IBRF Air Compressor Replacement” Location: Integrated Biorefinery Research Facility (IBRF)

The above numbered solicitation is amended as set forth below. The hour and date specified for receipt of offers [ ] remains unchanged. [ X ] is extended to Friday, 30 June 2023 @ 5:00 PM MST

FAILURE TO ACKNOWLEDGE THIS AMENDMENT IN ACCORDANCE WITH THE INSTRUCTIONS

TO OFFERORS MAY RESULT IN REJECTION OF YOUR OFFEROR. EXCEPT AS PROVIDED

HEREIN, ALL TERMS AND CONDITIONS OF THE SOLICITATION DOCUMENT REMAIN

UNCHANGED AND IN FULL FORCE AND EFFECT.

Description:

The purpose of this amendment is to answer technical questions and extend the due date for proposals as shown above. Answers to technical questions are shown in blue.

1. After hours work for electrical shutdowns: Please confirm what days of the week/what hours of the day are considered “after hours” in regard to electrical shutdowns.

Response: Any time outside 8am-5pm Monday through Friday are considered after hours.

2. Per exhibit G: “South 25 Surface Lot Parking Plan Revised 6-8-2022” It appears that all construction dumpsters, parking, and lay down areas are to be located in this lot. This lot is a fair distance from the building which work is being performed.

a. Will there be laydown areas within/near the building for small amounts of materials/can small amounts of tools and materials (material carts/gang boxes) be kept inside the building overnight, or are we to assume that all items must be cleaned out of building at the end of each working day?

Response: A laydown area is available inside the IBRF North High Bay near the current location of the Atlas air compressor. Materials and tools can be stored in that area for the duration of the project.

b. Will there be any available parking space for superintendent/foreman work vans near the building, or mailto:Alex.Leishman@nrel.gov are we to assume that all construction vehicles must park in the south 25 surface lot?

Response: A couple of spaces in the IBRF parking lot can be used for contractor parking, however the lot is near capacity as is with IBRF user vehicles. It is preferred that the majority of contractor vehicles be parked in the south 25 surface lot and a carpool system be used when coming to the IBRF.

3. Per specification section 260500 “Common Work Results for Electrical” -Section 1.4 A.

a. This section states that a full Fault Current Analysis including all distribution equipment from the incoming utility company primary service is required. There is no new electrical distribution equipment/panelboards being installed on this project. Please confirm if a Fault Current Analysis is required for this project.

i. If required, please provide an entire one-line diagram for this facility to be able to properly quote/provide pricing for an entire fault current analysis.

Response: Additional fault calculations are not necessary to be provided by the contractor.

4. Is there a specific circuit/wire size which meggar testing is required at, or are all circuits/wires required to be meggar tested?

Response: Per Specifications 260519, Section 1.4, meggar testing results shall be provided for feeders rated larger than 100A.

5. Electrical specifications list where/what type of conduit to be utilized, but during the job walk it appeared that all conduit withing the “larger” work area (the 2 story process area) was GRC (Rigid) conduit. Please confirm if GRC conduit is required in this area/should it be assumed that existing on site installation practices should be generally followed?

Response: GRC should be installed to maintain what’s currently there for industrial applications.

6. Will compressed air piping outages be during normal working hours?

Response: Compressed air piping outages are not desirable but if outages are needed, they would need to be limited to hours not days. Pre-planning and notice will also be required.

7. Will the compressed air main in the south high bay be taken offline for an extended period of time while the new main is installed or is it required that the new main be installed and then branches reconnected all at once in a shut down?

Response: It will be required that the new main be installed and then branches reconnected all at once in a shutdown.

8. Are there existing rigging points for the air compressor tank in the south high bay?

a. If we use existing rigging points or steel for removal of air compressor tank, what level of structural evaluation will be required?

Response: A qualified lifting plan with structural calculations would be required to be able to utilize any existing structures for hoisting and rigging.

9. Are there existing rigging points for the air compressor tank in the new location along the north of the

IBRF?

a. If we use existing rigging points or steel for removal of air compressor tank, what level of structural evaluation will be required?

Response: A qualified lifting plan with structural calculations would be required by NREL Construction Safety to be able to utilize any existing structures for hoisting and rigging.

10. For alternate chiller relocation, what refrigerant specialties are to be reused vs. new?

Response: It is intended to reuse all refrigerant specialties (such as filter dryer and sight glass).

11. For alternate chiller relocation, what refrigerant is in the current unit?

Response: R-22 is in the current unit. 407-C could be used as a replacement.

12. What quick disconnect model is required for future tank drops?

Response: Industrial style, quick release female thread coupling is the intended style of disconnect, a specific model that must be used was not chosen.

13. Please provide a material spec for the DI water.

Response: Match the existing material: PVC piping.
