Biobased Reporting FAQ

Biobased Product Purchases Reporting - Frequently Asked Questions
What is a biobased product?
The term "biobased product" means a product determined by the USDA Secretary to be a commercial or industrial product (other than food or feed) that is (A) composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials, renewable chemicals, and forestry materials; or (B) an intermediate ingredient or feedstock.
DOE sites must ensure that the biobased products reported in this workbook are USDA BioPreferred certified:
https://www.biopreferred.gov/BioPreferred/
Where is the requirement to report?
Per Federal Acquisition Regulation (FAR) 52.223-2 - Affirmative Procurement of Biobased Products under Service and Construction Contracts, sites should report to http://www.sam.gov (with a copy to the Contracting Officer) on the product types and dollar value of any USDA-designated biobased products purchased by the Contractor during the previous Government fiscal year. If reporting in SAM.gov, this annual reporting requirement is to be completed by October 31st.
If reporting in this workbook, the data must be submitted into the Dashboard one week prior (i.e., by October 22nd). This allows DOE headquarters time to review, compile, and submit the data to USDA by October 31st.
Per FAR 23.406, sites should insert the clause at 52.223-2 in service or construction solicitations and contracts, unless the contract will not involve the use of USDA-designated items at http://www.biopreferred.gov or 7 CFR part 3201.
Note, FAR 52.223-2 is also in DEAR 970.5223-7 - Sustainable Acquisition Program.
How to report in the System for Award Management (SAM)?
To report the biobased product purchases, the original contract(s) must be reported in the Federal Procurement Data System-Next Generation (FPDS) and have the “Recovered Materials/Sustainability” field coded for any of the available options that include the wording “bio-based” (with the ultimate code selection being dependent upon which other sustainability clauses are applicable). Note, if using the FPDS Data Dictionary for reference (see FPDS Guidance tab), the corresponding biobased code selections are E, H, J, K, or L (depending on which other sustainability clauses are applicable). Once you have access to SAM, the user must “select a contract from your list of contracts which require BioPreferred reporting”.
DOE cannot give SAM access to a site that does not utilize FPDS as the systems are connected.
All purchases that originate from contracts awarded prior to May 2012 cannot be reported into the SAM system and should not be included in this workbook. These contracts predate the SAM system and are currently not being collected for DOE to lessen the reporting burden on sites and align with other Federal agencies.
What should be reported in this Biobased Product Purchases Workbook?
Biobased product purchases that meet all of the following: 1) Originate from a service or construction contract with a total contract value equal or greater than $10,000; 2) Originate from a contract awarded after May 2012; 3) Cannot be reported in SAM at this time*; and 4) Listed as USDA BioPreferred Products (see above).
*If the biobased reporting cannot be completed in SAM at this time, please provide the reporting needed through the Dashboard (i.e., workbook). MA can work with the site to determine if data corrections are needed in FPDS to report to SAM in the future and provide assistance with next steps for corrections.
This workbook must be submitted one week earlier than the Federal October 31st deadline to allow DOE headquarters time to review, compile, and submit the data to USDA.
Note, the FY 2020 SAM BioPreferred summary year-end report is an automatically generated report and does not include DOE's supplemental biobased product purchase data.
How do I report a biobased product if it doesn't fit in a "category"?
Confirm that the product is listed in the USDA BioPreferred catalog (https://www.biopreferred.gov/BioPreferred/). If not on this list, it is not an approved biobased product by USDA. This workbook aligns with the categories in the BioPreferred list and any product(s) that doesn't fit in the other categories should be included as “miscellaneous”. If "miscellaneous" is selected, a description of the product(s) must be included.

This data element Populates on a DO against a single award IDV and modifications.
It is required on a DO against a multiple IDV and BOA and all other awards.
This field designates whether the contracting officer included clauses in the contract for the Recovered Materials Certification and/or Estimate of Percentage of Recovered Material Content for EPA Designated Products.
Please select the appropriate value from the drop-down menu.
See Data Dictionary Element 8L Use Case for appropriate data entry requirements.
Note: When EPA Designated Product(s) is coded as 'Not Required' (E), then "Recovered Materials/Sustainability" must be 'No Clauses Included and No Sustainability Included' (C), 'Energy Efficient' (D), 'Bio-based' (E), or 'Environmentally Preferable' (F).
Definitions for each value and whether it includes a biobased selection is marked as 'Yes' or 'No' in the table below.
