About this file
This is an addendum to RFP 197F-24 issued by the Massachusetts Bay Transportation Authority (MBTA) for the overhaul of HSP46 locomotives. The addendum adds Section 4.12 Contract Bid Option #8, which covers the Traction Motor Combo Overhaul (5GEB15) for 80 traction motor combos, with scope including cleaning, inspection, overhaul, testing, and assembly according to OEM specifications. Additional changes include updating Section 5.8 to modify language regarding engine overhaul specifications, revising Section 11.2.3.F (now 11.2.3.E) regarding CDS system remote access requirements, and updating Section 18.11.A to specify replacement of existing air horns with new heated five-chime Nathan Airchime Model K-5LA-5HSC-BJ-CDF units or approved equals.
The addendum modifies payment milestone percentages, changing Milestone F from 3% to 2% (cumulative 28%) and Milestone G from 3.5% to 4.5%. Options exercise periods are updated, with Option 3 (Engine Overhaul) now requiring exercise within 30 days of NTP instead of 120 days. The new Option 8 (Traction Motor Combo Overhaul) must be exercised within 30 days of NTP for 80 units, with additional units covered under hidden damage at the Authority's discretion. A revised Price Proposal (Rev A) is referenced as an attachment to accommodate these changes.

SUBJECT: Request for Proposal - RFP 197F-24 –Amendments to Technical
Specification No. VE-23-055 and RFP 197F-24
To All Bidders:
The Massachusetts Bay Transportation Authority (MBTA), through this addendum, notifies all interested parties of the following amendments to the Request for Proposal (RFP) RFP 197F-24.
TECHNICAL SPECIFICATION NO. VE-23-055
Amend as follows:
Section 4.12
Add Section 4.12 Contract Bid Option #8 Traction Motor Combo Overhaul (5GEB15)
A. The Authority will identify via serial number the traction motor combos for overhaul.
B. The Contractor shall clean, inspect, overhaul, test, and assemble the traction motor combos according to the OEM Running and Heavy Maintenance Manuals.
C. Work shall include but not limited to Traction Motor, Traction Motor Leads, Gear Case, Gear, U-tube, Bearings, Bearing Housing, caps, cups, collars, housings, spacers, grease and all miscellaneous parts to assemble a complete wheel/axle/motor assembly. Wheel and axle assembly overhaul are not included in the scope but must be properly stored and maintained per
Section 22.5 Parts Preservation Plan. All hardware, seals, gaskets, and bearings shall be 100% replaced with new.
D. In addition to following all OEM cleaning, inspecting, testing, and overhaul requirements, all
5GEB15B1 motors shall undergo the Vacuum Pressure Impregnation (VPI) process to ensure enhanced insulation, durability, and operational reliability. The VPI process shall include the following steps: pre-inspection of each motor to identify any damages or deficiencies;
disassembly and thorough cleaning to remove contaminants; and baking of components to eliminate moisture. The process shall then employ a vacuum to remove air and moisture from the windings, followed by the application of OEM-specified insulating resin under pressure to ensure complete penetration into the windings. Components must be cured in a controlled oven environment to solidify the resin and achieve optimal insulation integrity. Post-VPI, all motors shall be subjected to comprehensive electrical and operational testing to verify compliance with technical and reliability standards. The VPI process shall strictly adhere to OEM specifications, including resin type, pressure levels, temperature, and curing times, ensuring consistent performance across all treated motors.
