About this file
This is an addendum from the Massachusetts Bay Transportation Authority (MBTA) and Massachusetts Department of Transportation (MassDOT) for RFP 197F-24 regarding amendments to Section 11 and Technical Specification No. VE-23-055 for the overhaul of HSP46 locomotives. The amendments include multiple technical modifications such as changes to design review requirements for locomotive teardown, weight change approval thresholds, door replacement alternatives, and modifications to dynamic brake assembly specifications. Key updates include allowing overhaul of existing doors instead of replacement, requirements for turbocharger assembly upgrades to match GEVO3 Engine specifications, and new specifications for fuel tank inspections and repairs.
The addendum outlines detailed technical changes to vehicle control systems, HVAC units, and safety requirements. Notable modifications include temperature control specifications limiting surface temperatures to 140°F in high heat settings, options for contractors to propose new HVAC units instead of overhauling existing ones, and requirements for safety certifications prior to final acceptance. The document also updates various Contract Data Requirements List (CDRL) numbering and references throughout multiple sections. The addendum requires acknowledgment of receipt in proposal submissions, and includes an attachment with updated Section 11 documentation.
