About this file

This is an addendum to RFP 197F-24 issued by the Massachusetts Bay Transportation Authority (MBTA) for the overhaul of HSP46 locomotives. The addendum makes numerous technical amendments to specification VE-23-055, including changes to delivery requirements that now specify two pilot locomotives must receive conditional acceptance before production fleet delivery can commence, with a maximum rate of three locomotives per month. Key modifications include updates to inspection requirements, window replacement specifications, and communications systems protocols, particularly replacing Echelon's Power Line Transceiver system with Quester Tangent's network interface.

The addendum adds a new Section 5.11 regarding Authority Owned Parts, allowing contractors to request MBTA components with a 15% handling fee and requirement to return parts in specified condition by agreed dates or face 150% reimbursement charges. The document also adds sections for Preliminary Design Review (4.14) and Final Design Review (4.15) to the table of contents, and renumbers the Further Obligations section from 4.13 to 4.16. No changes were made to pricing terms or funding sources from the original RFP.
