About this file

This document is a Question & Answer (Q&A) Solicitation Amendment related to Request for Proposal (RFP) 173 for Digital Jackpot Signs issued by Washington's Lottery. The RFP seeks bids for signage at retail locations to advertise current jackpots and draw days for various lottery games. The signage must interact with the Lottery's gaming vendor to update as jackpots and draw days change. Bidders must have at least 5 years of experience providing similar products. The Q&A provides responses to questions about sign specifications, including illumination, digit formats, and communication protocols. It also addresses packaging, delivery, and other logistical requirements.

Regarding pricing, the document notes that the Lottery does not own the tooling for the mini jackpot easel sign and will not provide samples of the signs for testing. The Lottery also confirms that they do not require security passcodes between the sign receiver and transmitter, as the communication is already encrypted. Bidders are instructed that any suggested changes to the specifications must follow the instructions provided in the solicitation's Exhibit B.

Question Response

RFQ Exhibit B - Large Sign Illumination: Can you please explain the comment about “illumination under jackpot digits”?

➢ The current illumination under the digits is the red lighting required to make the number visible. Is this what you are referring to? That light does not come off of the white light used to illuminate the faceplate

See photos.

Large Sign LED Digits To clarify can you please confirm that you want the megamillions bonus digits on this sign? You do not call them out but they appear in the rendering.

No bonus digits needed.

You only call out 4” digits in this section so if the megamillions bonus digits are to be included they should be 4” and X.X.B format?

Not applicable base on there not being bonus digits.

You call out 2 “Avail Digit formats”; X.X.B and X.X.X.X. When should we use each format?

Current is X.X.X. but we want to make sure bidders have the capability of 4 digits if needed in the future.

RFQ Exhibit B - Mini JP Sign Questions Faceplate: Your current mini easel does not use a top snap frame and slide in channels. We designed it with a cover that snaps over the entire graphic and holds it in place. Is that securing method still acceptable?

See photos.

Questions Regarding All Signs:

Programming: Please explain the security passcode you seek. Passcode to activate sign power up, or data transmission? Will the passcode come from the lottery?

There isn’t any security passcode protection between receiver and transmitter. The receiver and transmitter already have encrypted communication protocol that is implemented by the sign vendor. The passcode is internal to the sign vendor.

Please provide clarification of the “security passcode protection” you seek in the section “Programming”

See answer above.

Packout: What are your pallet loading and packout specifications?

Pallet size 40x48 wooden pallet. unit count/ height TI/HI 15-16 x 62. Warehouse receives inbound on a raised dock, but may request a trailer with a lift gate for delivery to stage 2.

Sign Protocols: Can you please provide the working protocol for each sign?

Protocol/functionality is designed by the sign vendor based on Lottery’s needs. Lottery’s gaming vendor programs communication accordingly.

Mini Jackpot Easel Tooling WA Lotto uses injection molding tools to create the Mini JP Sign. This tool was created specifically for WA, and has, in all probability, been amortized into prior production runs. Therefore, does WA own this tool? If so, can you make it available to other bidders to use? Otherwise one bidder has the advantage of being the only bidder to be able to use your expensive tooling. Naturally we will pay shot fees and tool maintenance.

We do not own the molds.

Sample Review Can you provide bidders with a sample of each sign and the communications TRX so we can check out electronics compatibility and dimensions?

(We will pay freight.) You ask, for example, that TRX’s communicate; there is no way to promise that in our response without testing.

We are unable to provide samples of product to bidders. If there are specific pictures we can provide, please let us know.

Scroller Sizes You do not call out the desired scroller sizes for the Large sign and Mini Sign and the Tower. Can you please confirm?

See amended Exhibit B, Tab: Specifications.

MegaMillions Bonus Digits

• You only Illustrate the MM digits on the rendering for the large sign; no other sign

• You do not call out the MM digits in any of your specs

• Can you please confirm:

o Which Signs do you want MM bonus digits used on?

o What size do you want those digits to be?

See amended Exhibit B, Tab: Specifications.

As the transceiver is 1 per location, not one per sign, will you want fewer transceivers? You do not call out transceiver quantity.

Each sign needs to have an FCC approved wireless RF USB transmitter with the sign. Receiver built into the sign. Unless specified otherwise in the specs.

Your current mini and horizontal tools are too small to allow for draw days, ecrollers, etc. We are considering making new tools for the plastic signs(Mini and Horizontal). As we will start with a new tool we can add enough room to add draw days, easels, etc. if the lottery wants. Do you have any interest in these added fields?

Any suggested changes to specifications must follow the instructions provided in Exhibit B.

No questions or responses included in this document require any change to the solicitation document, this document stands alone.

Any additional questions regarding the solicitation must be directed to the Procurement

Coordinator listed below.
