About this file
This document is an exhibit titled "Exhibit B-SpecificationsRequirements-Amended.xlsx" related to a state and local contract opportunity for Digital Jackpot Signs issued by the Washington Lottery. The contract requires the successful bidder to provide various sizes and types of digital jackpot signs, including large, mini horizontal, and easel tower light panel signs, that can interface with the Lottery's gaming vendor to update jackpot and draw day information. Bidders must have at least 5 years of experience providing similar products. The successful bidder will be required to provide working prototypes for inspection, and the contract has specific delivery requirements of 45 calendar days after receipt of order. The contract also includes detailed specifications for the signs, such as size, brightness, illumination, LED digit format, programming, power supply, and mounting options.
The pricing and qualification criteria are also outlined in the document. Bidders will be evaluated on their capabilities, experience, quality control processes, and product portfolio. The contract includes a 55-point qualification evaluation, with specific questions related to the bidder's general capabilities, strengths, production quality control, logistics, and product development process. Testimonials and a portfolio of similar products produced are also required as part of the bid submission.

Requirements
REQUIREMENTS
WARRANTY REQUIREMENTS
Bidder is to submit copies of all warranties as an attachment to their proposal. Additional copies of warranties must accompany all signs that are delivered under the contract.
Warranties shall cover all parts (including transformer/power supply) and all labor, including the LED lights, for a minimum period of five (5) years. All materials and/or equipment provided under the warranty period must be new, unused, and of the latest design. All shipping of replacements and returns of defective products will be at no cost to the state.
Each sign and transformer/power supply that is produced and shipped must contain a product stamp that includes the manufacture date as well as a unique serial number.
In the event that a conflict arises between the Contract warranty and the Contractor’s warranty, the Contract warranty shall prevail; except in the instance when it is to the benefit of the State to abide by the Contractor’s warranty.
EQUIPMENT ELECTRICAL CERTIFICATION
As required by RCW 19.28.010 and WAC 296-24-957, all electrical equipment shall conform to the applicable standards or otherwise be certified by Underwriters Laboratories, Inc. or a laboratory facility acceptable to Lottery.
The Purchaser may require the Bidders to provide documentation of the required certification. Any certification requested shall apply to the equipment as a whole, not the individual components of the equipment. Any Bidder who fails to provide acceptable documentation shall have their bid rejected as non-responsive.
PROGRAMMING
Each digital Jackpot sign requires programming to interface with the GT1200 Terminals. All programming of the signs will be done by the Lottery’s contracted gaming vendor (IGT). The Apparent Successful Bidder (ASB) must provide the software and hardware specifications to the Lottery to interface the jackpot signs to the GT1200 Terminals. The equipment for a wireless set is a USB Device. There will be no cost to the ASB for the programing done by IGT.
PRE-AWARD PROTOTYPE
Prior to the Contract being awarded, the Apparent Successful Bidder (ASB) must provide full sized working prototypes, with graphics provided by Washington Lottery, for inspection by the Lottery for both design and programing purposes, at the ASB expense.
The ASB will have forty-five (45) business days from their announcement to produce and deliver: four (4) identical Large Digital Jackpot signs and four (4) identical Mini Digital Jackpot signs (Delivered to Washington’s Lottery Address Below). One of each digital signs will be shipped to the below addresses for inspection and testing.
Sample shipping material will be required during the prototype process at ASB expense.
Once the signs have been approved by Lottery and IGT, Lottery will retain the prototypes at no cost.
In the event that the Lottery and/or the Lottery’s contracted gaming vendor (IGT) identify that the design and/or programing specifications outlined in this solicitation have not been met, the signs will be returned to the ASB for rework at the ASBs expense. The ASB will have one opportunity to make any and all corrections to the prototypes and reship the signs to the locations previously identified. The timeframe for any/all corrections will be agreed upon by Lottery and the ASB. If the ASB is unable to meet the required specifications again, the ASB will be notified that their bid is being rejected as non-responsive and the Evaluation Team will proceed to the new ASB.
The purchaser reserves the right to initiate changes to the graphic design during the term of the Contract.
In the event that a graphic design change is necessary, the purchaser shall notify the Contractor in advance to allow time to create and deliver a sample, as well as implement any changes to meet the new design requirements. The sample will be sent to a location of the Washington Lottery’s choosing, at no cost to the State.
