About this file
This document is an Addendum (#2) to a Request for Proposals (RFP #TRAN25-14) for Shared Ride Taxi Service issued by Washington County, Wisconsin. The RFP seeks a contractor to provide shared ride taxi transportation services, with the current contract set to conclude in 2025. The addendum provides clarifications and additional information for potential bidders, including details about the current service provider (Specialized Transport Services Inc.), which has been operating under a 2021 base contract with four one-year optional renewals. The document includes comprehensive questions and answers covering various aspects of the service, such as current ridership, vehicle inventory, dispatch software, and operational requirements.
The addendum includes critical pricing and operational details, with standard fares ranging from $3.00 to $30.00 depending on trip distance and passenger category (elderly/disabled, adult, or student). The current fare structure includes special provisions for hospital transportation, with reduced rates for specific medical facilities like Aurora and Froedtert. The service operates with 30 county-owned vehicles and uses QRyde dispatch software (version 1.24). In 2024, the service recorded an average monthly ridership of 4,886 trips, with 20.92% of trips requiring wheelchair-accessible vehicles. The county provides fuel through an internal fueling system and expects the contractor to operate vehicles efficiently. The total fares collected in 2024 were $231,480.50, and the county emphasizes that all operators must be employees of the contractor, with no independent contractors permitted.
