About this file

This Request for Quotations (RFQ 18A 251106-102) is issued by the State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, for custodial services at the Department of Corrections facility located at 25 Adams Street in Biddeford, Maine. The scope of work encompasses approximately 2,668 square feet of cleaning space with services to be performed once weekly on Thursdays between 9:00 AM and 4:00 PM. Services include routine monthly cleaning tasks and specialized periodic services such as window washing, light fixture cleaning, tile floor stripping and refinishing, and steam carpet cleaning. The initial contract term runs from December 15, 2025, through December 31, 2026, with options for up to four additional one-year renewals extending through December 31, 2030. A pre-bid facility tour is scheduled for November 14, 2025, at 9:00 AM, with quotations due by November 20, 2025, at 4:00 p.m. Eastern Standard Time through the State's electronic procurement system. Evaluation will be conducted on a best value basis, with award going to the lowest-priced qualified bidder meeting all specifications.

The procurement is exclusively restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, with only approved Work Centers on the official list at bid closure eligible to submit proposals. Subcontractors are limited to no more than 15% of the total work, and all personnel must undergo background checks, with the State providing up to four initial background checks at no cost. Bidders must submit cost quotations covering the entire five-year contract term including optional renewals. Insurance requirements include a Certificate of Liability Insurance with Commercial General Liability coverage of $300,000 per occurrence. Payment terms are net 30 days upon receipt of an accurate invoice, and the State is exempt from federal, state, and local taxes. The State reserves the right to terminate the contract with thirty days' notice if the State lease is not negotiated or is terminated, and may deny award to the lowest bidder if documented poor performance or contract termination occurred within the previous five years.
