Services include routine monthly cleaning tasks and periodic specialized services such as window washing, light fixture cleaning, tile floor stripping and refinishing, and steam carpet cleaning. The contract will run from December 15, 2025, through December 31, 2026, with options for up to four additional one-year renewals extending through December 31, 2030. A pre-bid facility tour is scheduled for November 14, 2025, at 9:00 AM, with strong encouragement for bidder participation. Quotations must be submitted by November 20, 2025, at 4:00 p.m. Eastern Standard Time through the State's electronic procurement system.

Award will be made to the lowest-priced qualified bidder on a best value basis, with evaluation restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2. Bidders must submit cost quotations covering the entire five-year contract term including optional renewals. Required insurance includes Commercial General Liability of $300,000 per occurrence and a Certificate of Liability Insurance with specific listing requirements. Payment terms are net 30 days upon receipt of an accurate invoice, and the State is exempt from federal, state, and local taxes. The State reserves the right to terminate the contract with thirty days' notice if the State lease is not negotiated or is terminated. The State may deny award to the lowest bidder if documented poor performance or contract termination occurred within the previous five years.
