About this file

This is an RFP Submission Checklist designed by the City of Philadelphia to assist applicants in submitting complete, accurate, and timely proposals for Professional Services RFP opportunities at or above the formal RFP threshold. The checklist covers critical submission requirements including adherence to stated deadlines, demonstration of how the applicant meets Department requirements outlined in the Scope of Work section, inclusion of a compliant Cost Proposal, and compliance with overall format and content requirements specified in Section III of the RFP. Applicants must review the entire RFP and Contract Attachments, including Appendix A - General Provisions, and must formally state any objections to these provisions within their proposal, as objections raised after submission will not be considered. The checklist emphasizes electronic submission through eContractPhilly under the correct opportunity number with proper authorization and signature protocols.

The checklist requires submission of Appendix C: City of Philadelphia Tax and Regulatory Status and Clearance Statement along with a Statement of Financial Capacity supported by audited or unaudited financial statements, bankruptcy filing disclosures for the past five years, or IRS Form 990 for nonprofit organizations. Applicants must disclose all information required under Chapter 17-1400 of the Philadelphia Code, including local political contributions, through their eContractPhilly account. Optional certifications include Appendix D for Local Business Entity or Local Impact Certification and Appendix E for LGBTQ Applicant Opportunity Data. Critical verification steps include confirming that the applicant's name and Tax Identification Number registered on eContractPhilly match those on the application and W-9 form, and that the individual signing and submitting the application is an authorized signatory for the applicant organization.
