About this file

This is a preproposal meeting attendance record for the Future Track Workforce Development Training & Counseling FY27 RFP, involving the City of Philadelphia, Department of Sanitation, Office of Clean and Green Initiatives. The meeting was held on July 9, 2026, from 10:48 a.m. to 11:30 a.m. Philadelphia Time, with 10 attendees participating. The RFP solicits comprehensive workforce development training and counseling services for approximately 200 adult participants organized into two cohorts of 100, divided into four classes of 25 students meeting weekly. Training will cover nine occupational tracks including neighborhood beautification, road maintenance, construction inspection, traffic investigation, sanitation code compliance, survey support, traffic safety compliance, skilled trades, and green infrastructure maintenance. Field work begins mid-September, initially focused on alley cleaning and expanding to citywide projects. Proposals are due July 17, 2026, at 5:00 p.m., and the contract term runs from October 1, 2026, through August 31, 2027, with an option for up to four additional one-year renewal terms. Questions regarding the RFP were due July 9, 2026, at 5:00 p.m., with answers posted July 10, 2026.

The not-to-exceed compensation for the initial contract period is $275,000, which may be structured as fixed-price or hourly rate-based compensation on a task-by-task basis through individually negotiated Work Orders, with payment based on actual hours, wage rates, overhead, allowable profit, and direct expenses. A local-vendor preference or local-business-entity certification under Mayoral Executive Order No. 04-12 is available as optional favorable consideration; applicants may alternatively commit to local impact through employment and work performance in Philadelphia. Since the contract value exceeds $250,000, the selected vendor must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard and extend equal benefits to life partners of employees. The vendor must provide individualized action plans, regular verbal and written progress reports documenting trainee attendance and skill attainment, and monthly status reports tracking work completion and budget compliance. Submission of the Tax and Regulatory Status and Clearance Statement, a Statement of Financial Capacity, and compliance documentation is required via eContractPhilly.
