About this file

This is a Questions and Answers document issued by the City of Philadelphia, Department of Sanitation, Office of Clean & Green Initiatives, addressing inquiries related to a Request for Proposals (RFP) for the Future Track Workforce Development Training & Counseling program. The RFP solicits comprehensive workforce development services including job-readiness training and counseling services for approximately 200 adult participants across nine occupational tracks: neighborhood beautification, road maintenance, construction inspection, traffic investigation, sanitation code compliance, survey support, traffic safety compliance, skilled trades, and green infrastructure maintenance. The program will be organized into two cohorts of 100 participants, further divided into four classes of 25 students each, with instruction occurring four days per week over approximately 16 weeks. A pre-proposal meeting was scheduled for July 7, 2026 at 12:00 p.m., with questions due July 9, 2026 at 5:00 p.m., answers posted July 10, 2026, and proposals due July 17, 2026 at 5:00 p.m. The contract period runs from October 1, 2026 through August 31, 2027, with the City retaining options to amend the contract to add up to four additional one-year renewal terms.

The not-to-exceed compensation is $275,000 for the initial contract period. The contractor bears full responsibility for developing lesson plans, curriculum, and training materials, with the City providing feedback and support as necessary. Contractors must deliver individualized action plans, regular progress reports documenting trainee attendance and skill attainment, and monthly status reports tracking work completion and budget compliance. Counseling services must include wraparound supports such as childcare referrals, transportation benefits, and mental health guidance. Compensation may be structured as fixed-price or hourly rates negotiated through individually executed Work Orders based on actual hours, wage rates, overheads, allowable profit, and direct expenses. Since the contract value exceeds $250,000, the selected vendor must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard and extend equal benefits to life partners of employees. A local-vendor preference or local-business-entity certification is available as optional favorable consideration under Mayoral Executive Order No. 04-12, with applicants alternatively able to demonstrate local impact through employment and work performance commitments in Philadelphia.
