About this file

This addendum modifies the Request for Proposals issued by the City of Philadelphia's Office of Clean & Green Initiatives for the Future Track Workforce Development Training & Counseling program (Opportunity #21260625143702). The addendum announces a change to the pre-proposal meeting date, which has been moved to July 9, 2026 at 11:00 a.m. Philadelphia time. The meeting will be held at the Philadelphia Municipal Services Building, Suite 730, and will be available via Microsoft Teams at the provided link. The original proposal submission deadline remains July 17, 2026 at 5:00 p.m. Philadelphia time. The program seeks to provide comprehensive workforce development training and counseling services to approximately 200 adult participants organized into two cohorts of 100, divided into four classes of 25 students. Training will cover occupational tracks including neighborhood beautification, road maintenance, construction inspection, traffic investigation, sanitation code compliance, survey support, traffic safety compliance, skilled trades, and green infrastructure maintenance, with field work commencing mid-September 2026.

The contract compensation is not-to-exceed $275,000 for the initial contract period from October 1, 2026 through August 31, 2027, with the City retaining the option to amend the contract to add up to four additional one-year terms. Vendors may propose fixed-price or hourly rate-based compensation on a task-by-task basis through individually negotiated Work Orders, with payment based on actual hours, wage rates, overheads, allowable profit, and direct expenses. Vendors must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard and provide equal benefits to life partners of employees. A local-vendor preference or local-business-entity certification under Mayoral Executive Order No. 04-12 is available as optional favorable consideration. Vendors must submit the Tax and Regulatory Status and Clearance Statement, Statement of Financial Capacity, and compliance documentation via eContractPhilly, with technical questions due July 9, 2026 at 5:00 p.m.
