About this file
This document is an RFP Submission Checklist issued by the City of Philadelphia for professional services opportunities at or above the formal RFP threshold. The checklist serves as a tool to ensure applicants submit complete, accurate, and timely proposals through the eContractPhilly electronic portal. Key procedural requirements include submitting proposals before the stated deadline, demonstrating how the applicant meets the scope of work requirements outlined in Section II of the RFP, including a cost proposal consistent with RFP specifications, and adhering to all format and content requirements specified in Section III. Applicants must review the entire RFP and contract attachments, including Appendix A (General Provisions), and must formally raise any objections to these provisions within their proposal submission, as later-raised objections may not be considered.
The checklist mandates submission of several supporting documents, including the Office of Economic Opportunity Solicitation for Participation and Commitment Form, Appendix C (City of Philadelphia Tax and Regulatory Status and Clearance Statement), and a Statement of Financial Capacity accompanied by audited or unaudited financial statements, bankruptcy disclosure, or IRS Form 990 documentation. Applicants must disclose all information required under Chapter 17-1400 of the Philadelphia Code, including local political contributions, lobbyists, and subcontractors through their eContractPhilly account. Optional submissions include Appendix D (Local Business Entity or Local Impact Certification) and Appendix E (LGBTQ Applicant Opportunity Data). All applications must be electronically signed and submitted through eContractPhilly by an authorized signatory, with the registered business name and Tax Identification Number matching across all application documents. Technical assistance is available through eContractPhilly support services at 215-686-4914 or econtractphilly@phila.gov.
