CMS RFP Questions and Responses Summary
This document contains official question and response records from the City of Philadelphia Department of Aviation's Request for Proposal for a Digital Content Management System (CMS). The RFP, numbered 21240625164751, seeks qualified vendors to implement a comprehensive CMS for Philadelphia International Airport (PHL) to manage digital display content throughout the terminal facilities. The system will interface with existing infrastructure including the Amadeus system, Airport Operations Database (AODB), and approximately 1,400 Digital Display Controllers (DDCs) currently in place. The CMS will manage diverse content types including flight information, baggage information, security queue wait times, advertising, emergency notifications, and visual paging across numerous single-screen and multi-screen display configurations throughout the terminals. The original proposal submission deadline was October 18, 2024, and the Airport prefers to achieve system go-live before the end of 2025. Access to evaluate existing infrastructure will be granted to the awarded vendor after contract conformance. The contract will include a performance bond requirement equal to 50 percent of the project value, with bid bonds also required.
The project scope includes a "turnkey" solution encompassing hardware, software, and implementation services, with vendors permitted to either utilize PHL's existing DDCs (Cubi N ADL mini-PCs with Windows 10 operating system, both N100 and N200 models purchased in 2023-2024) or propose alternative DDCs with pricing included accordingly; existing monitors are out of scope and should not be included in pricing. PHL will not disclose a predetermined budget, instead requesting vendors provide optimal solutions meeting stated requirements. The Airport will provide backup solutions for on-premises implementations, SMS gateway services, email SMTP connections, security protocols, infrastructure support for cloud connectivity, and detailed technical specifications to the awarded vendor. The project is funded by federal funding or grants and requires compliance with Section 2 of the Secure Networks Act regarding equipment procurement. Local subcontracting participation requirements mandate 15-20 percent minority-owned business enterprises (MBE) and 15-20 percent women-owned business enterprises (WBE). The City will provide a tax-exempt certificate to the successful applicant, and the Airport requires on-site support during implementation and operation.
