Philadelphia International Airport Digital Content Management System RFP - Q&A Document

This document comprises the City of Philadelphia Department of Aviation's official question and answer responses to vendors regarding RFP Opportunity #21240625164751 for implementation of a Digital Content Management System (CMS) at Philadelphia International Airport (PHL). The CMS is a digital content management platform designed to control content on airport digital displays, not a website-based system. The project requires vendors to provide turnkey solutions including hardware, software, and services to replace the existing Amadeus CMS system. Approximately 1,400 Digital Display Controllers (DDCs) and 1,500 monitors currently exist at the airport, with vendors able to utilize existing Intel Cubi N ADL mini-PCs (both N100 and N200 models) running Windows 10 Enterprise or propose alternative hardware. The project includes integration with existing systems such as the Amadeus AODB (Airport Operations Database), flight data systems, baggage handling systems, queue management systems, and advertising platforms. PHL initially extended the proposal due date from October 18, 2024, and subsequently extended it further to November 1, 2024, following vendor requests. A three-week pilot proof-of-concept is planned with a minimum of 3 endpoints, and PHL prefers system go-live before the end of 2025. The implementation must occur without disrupting daily airport operations, and a capital program will simultaneously upgrade displays, structures, casework, and build select video walls.

Vendors must include all implementation costs in their pricing proposals, with monitors explicitly excluded from scope. PHL will not disclose the project budget but recommends vendors submit the best solutions meeting stated requirements. The project is funded by federal funding or grants and must comply with Section 2 of the Secure Networks Act regarding equipment procurement. A performance bond equal to 50% of contract value is required at execution, with bid bonds required at proposal submission; bond requirements cannot be waived. PHL will provide virtual server infrastructure, backup solutions for on-premises deployments, and tax-exempt certification to the successful applicant. Vendors using PHL's existing DDCs will have PHL responsible for warranty and repair; vendors proposing alternative DDCs assume warranty responsibility. The RFP requires Minority/Women/Disadvantaged Small Business Enterprise (M/W/DSBE) participation of 15-20% for either MBEs or WBEs (or combined), with the City encouraging vendors to exceed minimums and include both categories. On-site personnel are required during implementation, with optional post-acceptance maintenance services available. Detailed asset inventory, Amadeus data dictionary, security protocols, RMS interface specifications, and display manufacturer details will be provided only to the awarded vendor after contract conformance.

Yes, we can provide VMs.

125. A1 – 1.1.1 Does the current AODB have the capability to provide flight data via an AIDX API, or push the flight data to an AIDX API?

Not at this time.

126. A1 – 2.1. F If the new proposed CMS is capable to have a direct data feed from the AODB/RMS, would PHL like to leave Amadeus FIDS in charge of certain FIDS positions or remove Amadeus FIDS entirely and have the CMS render the flight data for a simpler system?

We anticipate we will transition to the new

CMS as the authority for FlDS data once implementation is complete, and no longer use Amadeus for FIDS.

127. A1 – 2.1. G If Amadeus FIDs is to be removed as the FIDS display system for PHL, how will processes like Check-in and Boarding be performed? Should the proposer make accommodations for interactive modules allowing PHL staff to manage gates, check-ins, airlines, routes, from the CMS system?

Check-in and boarding functionality is out of scope for the CMS.

# RFP Section

Question Response

128. A1 - Exhibit B

What is the current version of Windows installed on the form-factor PCs? If it is Windows 11 Home, will PHL upgrade or provide a license for Windows 11 IoT Enterprise LTSC? This is a long-term stable release of Windows meant for Digital Signage (among other duties) and will aid in stability.

We are using Windows 10 Enterprise.

129. A1 - Exhibit B

How many Display Controllers are currently present at PHL and planned to be used with the CMS system? This is very helpful for sizing the system and proposing an appropriate solution for PHL.

We have approximately 1,400.

130. Exhibit A -sample of existing displays

How many separate LCD panels are in use at PHL? How many will be controlled by the CMS?

This is very helpful for sizing the system and proposing an appropriate solution for PHL.

Currently none. We plan to install video wall panels in the future.

131. A1 – 2.6.1 C. Is there a desire for Interactive (touch screen) capable wayfinding systems? If so, should this be included in the bidder’s proposal?

Interactive (touch screen) is not a requirement. If your system has this capability, call it out in your proposal as a line item with the cost.

132. A1 – 2.6.5 F. Should a budget be included to create original media works for the airport? This could include Sign Language videos, art, etc. that the CMS is required to support. If yes, please outline what content the bidder should plan to create on behalf of PHL.

No.

133. A1 – 1.2.1 0.10

If the bidder has extensive experience of successful CMS projects with a different amount of training than what is required from the RFP, may this be reduced in order to provide savings to PHL?

Our requirements are listed in the RFP. Your proposal can speak to what you propose.

# RFP Section

Question Response

134. A1 – 2.6.8 B.

For integrations dealing in flight data, such as BHS/BIC, Saab Sensis Autobahn, etc., is it safe to assume that these services are to be integrated with the AODB first and therefore the data will come via AODB/RMS integration as one feed? Or is the CMS expected to have direct feeds to all of these flight specific systems?

We currently use Amadeus for our AODB. The system will be required to integrate with that system.

135. A1 – 2.6.8 B.

A billing management system is mentioned as an integration. Can PHL please elaborate on the purpose of this interface in the context of a

CMS?

This is in reference to possible future integrations. The billing management system would be for advertisements.

136. A1 – 2.6.8 B.4.A

For Amadeus FIDS positions, would PHL like to leave the FIDS vendor in control of these positions or shall the CMS control and prime every single passenger facing screen for a unified system?

We anticipate we will transition to the new

CMS as the authority for FlDS data once implementation is complete, and no longer use Amadeus for FIDS.

137. A1 – 2.6.8 B.

Are there any instances whereby the proposer is expected to integrate two unrelated systems or is all integration work concerning what comes into and leaves the CMS?

Currently all integration work is primarily what comes into and leaves the CMS.

138. Exhibit A -sample of existing displays

Are there any existing LED installations (Video Walls) the CMS is expected to drive? If so, can these please be detailed along with the controller PCs attached to them?

There are no video walls at this time. We are expecting to install video walls in the near future.

139. Appendix F Please clarify if the MBE/WBE/DSBE goal is a total of 15-20%, or 15-20% in each category.

For example, if the proposer works with a MBE to provide 20% of the work, then the goal is met.

The opportunity ranges are MBE 15-20% AND/OR WBE 15-20%. The vendor must award a minimum of 15% to one or both. The City encourages Applicants to exceed the minimum percentage, if possible, and to award to both MBEs and WBEs if possible.

# RFP Section

Question Response

140. RFP: page 1 As the City of PHL is issuing answers to questions on Oct 8th, would the City consider an extension to the Oct 18th due date, to give vendors sufficient time to prepare their responses after answers are received?

We will extend the deadline.

141. During the prebid meeting on Sept 20th, it was mentioned that the awarded Prime contractor would be required to enter the spend of the MBE/WBE/DSBE on a monthly basis into the City’s system. Please advise if there is a charge to the Prime contractor to register & use this system.

The City does not charge the Prime to use this system. The City requires that the Prime use this system to enter spend.

142. RFP: 2.4.2 Who is responsible for the Warranty and Breakfix-maintenance of the hardware (DDCs and Monitors) if no hardware is provided as part of the Applicant’s solution?

If the awarded vendor decides to use our existing DDCs, PHL will be responsible for the warranty and repair. If the vendor proposes different DDCs, they will be responsible for the warranty and repair.

Monitors are out of scope.
