About this file

Summary

This is a Request for Proposal (RFP) issued by the State of Colorado, Department of Natural Resources, Division of Colorado Parks and Wildlife, for the procurement of avian, mammal, and reptile VHF and GPS radio transmitters, telemetry accessories, and related equipment. The RFP seeks competitive proposals for multiple categories of transmitters designed for various species and applications, including necklace-mounted and rump-mount transmitters for sage-grouse, standard VHF transmitters for sharp-tailed grouse, backpack transmitters for turkeys, solar GPS and GSM transmitters, small mammal collars for species such as spotted skunks, mice, bats, and black-footed ferrets, large mammal radio collars in standard and coded configurations, neonate collars, GPS-VHF collars, satellite collars, and reptile transmitters. Estimated annual quantities range from five units for certain large collars to 300 units for grouse chick transmitters. The RFP was posted on May 21, 2015, with a written inquiry deadline of June 1, 2015, answers posted by June 8, 2015, and a proposal submission deadline of June 22, 2015 at 11:00 a.m. MST. Evaluation of proposals was scheduled for June 22-29, 2015, with project award estimated for June 30, 2015, and project start date of July 1, 2015. The initial award covers the fiscal year ending June 30, 2016, with the option for the State to continue the award for up to five years at its discretion. Hard copy proposals must be submitted to the Colorado Division of Parks and Wildlife Procurement Office in Denver; electronic and facsimile submissions are not accepted.

All pricing must be firm through June 30, 2016, with rate adjustments thereafter based on the April Consumer Price Index (CPI) for the West Urban Region or a 6% adjustment, whichever is less, with only one increase permitted per twelve-month period. After the second year, adjustments may be based on CPI for all U.S. Urban Consumers—West Urban area or a 5% adjustment, whichever is less. All prices must include shipping costs, as CPW will not pay individual shipping fees; payment is F.O.B. destination based on pricing outlined in the vendor's response and upon receipt of a correct invoice. The State guarantees no minimum orders due to variable funding and field conditions. Colorado Parks and Wildlife intends to make multiple awards, with purchase orders and delivery orders issued as equipment is needed. Demonstration models of certain transmitters must be provided within 10 days of bid opening and before final award. Vendors may offer refurbished equipment options, which are preferred by CPW. Selected contractors must register with the Colorado Vendor Self-Service System and comply with Title VI of the Civil Rights Act of 1964 and other non-discrimination provisions.

- CONTRACT INFORMATION

Colorado Contract or Purchase Order The Colorado Parks and Wildlife intends to make multiple awards as a result of this RFP.

Purchase orders and/or Delivery Orders will be issued to the awarded bidders as collars and supplies are required. The Purchase Order will include all documents associated with the bid including this Request for Proposal, the bidder’s response and the Colorado Purchase Oder Terms and Conditions, which are attached to this solicitation. By submitting a bid, the bidder agrees to the unaltered Colorado Purchase Order terms.

Single Contract. DNR will issue purchase orders to a single entity for each award made. Any partnerships between firms specializing must be managed in a Prime Contractor / Subcontractor approach.

All references to “proposer” or “contractor” or “offeror” throughout this RFP document shall be interpreted to mean the prime responding vendor, except where specifically noted otherwise.

Any/all forms signed and submitted by this so defined prime shall be interpreted as acknowledgement of terms and conditions and assumed responsibilities on behalf of all partnered entities (if applicable).

The selected contractor will be required to assume responsibility for all goods and services offered in its proposal, and DNR will consider the selected contractor to be the sole point of contact with regard to all contractual matters and responsibilities.

The selected contractor must gain prior written approval from DNR for any changes to subcontractors, subsequent to proposal submission.

Contract/Project Duration The award of components under this Request for Proposal will be for the current fiscal year ending June 30, 2016. The State of Colorado, at its option, may continue the award for a total of up to five years, at its discretion.

Measurement and Payment Payment will be made for items received and will be based on pricing outlined in the vendor’s response, and upon receipt of a correct invoice by the Colorado Parks and Wildlife. Shipping will be paid by the division separately for each order. All prices shall be F.O.B. destination.

Escalation Prices shall remain firm as stated in the contract through June 30, 2016. Each year thereafter, rate adjustments may be made based on the April Consumer Price Index (CPI) for the West Urban Region or a 6% adjustment, whichever is less. Only one such increase will be allowed in any twelve-month period of the 5-year contract. After the second year, rate adjustments may be made and, if made, will be based on Consumer Price Index (CPI) for all U.S. Urban Consumers – West Urban area (2) or a 5% adjustment, whichever is less. Price increases caused by an extenuating circumstance, such as a dramatic rise in component costs, may be granted on a case-by-case basis, after documentation is submitted to the State.

Other Provisions The undersigned is subject to Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title ii OF THE Americans with Disabilities Act of 1990, the Age Discrimination Act of 1975, Title IX of the Education Amendments of 1972, and offers all persons the opportunity to participate in programs or activities regardless of race, color, national origin, age, sex, or disability. Further, it is agreed that no individual will be turned away from or otherwise denied access to or benefit from any program or activity that is directly associated with a program of the recipient on the basis of race, color, national origin, age, sex (in education activities) or disability.

**** END OF SECTION 2.0 ****

- SPECIFICATIONS

Colorado Parks and Wildlife intends to make multiple awards as a result of this RFP. After Award, individual purchase orders and/or delivery orders will be issued as collars, transmitters, receivers are needed by CPW staff. The quantities provided above for each transmitter type are approximate and intended to reflect average purchase in a given year. The Colorado Parks and Wildlife guarantees no minimum orders as a result of this RFP, because our purchases can be quite variable depending on funding and what actually occurs in the field. For example, funding can come through for certain projects that we did not anticipate, allowing many more collars to be purchased in a given year. Likewise, funding can be lost, which prevents us from following through as planned.

As far as field work, a biologist may end up retrieving more collars than expected from animals in the field in some years and fewer collars than expected in other years. These “return rates” influence how many collars need to be purchased the following years. When collars are ordered after the RFP award, certain features such as frequency range, neck circumference range, mortality time delay, width and color of collar belting, and ID tag information will have to be specified by the individual biologist or researcher placing a given collar order.

The Colorado Parks and Wildlife will also order various telemetry accessories for collars, such as antennae, receivers, and collar blow-off mechanisms, that may be required for the full use of collars ordered under this award.

PLEASE NOTE: All prices identified by vendors submitting proposals must include shipping in their unit price. CPW will not pay individual shipping.

VHF transmitter has a mortality option which causes pulse rates to change after remaining still for a specified period of time (e.g., 4 hours); pulse rates return to “live” pulse when movement resumes.

Reverse Mortality: The pulse rate will decrease after a predetermined time delay from the last movement. The delay can be preset for 12 hours.
