About this file
This is a Questions and Answers document for RFP PMAA 2015*008 issued by a state division for the procurement of radio collars and transmitters. The document addresses clarifications submitted by potential vendors regarding solicitation requirements, with questions received on June 1, 2015, and answers posted on June 8, 2015. The RFP seeks proposals for multiple types of transmitters, and vendors are required to provide lead time information for different transmitter categories as part of their submissions. The State indicated that orders cannot be placed prior to July 1, 2015, due to state fiscal year constraints, and quoted prices will be effective beginning July 1, 2015.
Pricing for the solicitation requires vendors to include all freight costs in their unit prices, with shipping designated as FOB Destination, making vendors responsible for delivery costs to the State's designated location. The document clarifies conflicting language in the original RFP regarding freight payment, confirming that vendors must incorporate shipping expenses into their quoted unit prices rather than billing separately. The State does not provide estimated order quantities or delivery timelines for specific tag types, instead requesting that vendors specify their lead times for different transmitter products as part of the proposal evaluation criteria.

Answer

There is conflicting information about how the freight is to be quoted. On Page 7 in section 2.3, it states that shipping will be paid by the division separately for each order. However, on page 9 it states that proposals must include shipping in their unit price. Is each unit price then to include freight?
6/8/15
Page 7, Section 2.3 also states that the shipping is FOB Destination which means that vendors submitting proposals are responsible for paying for the shipping of the items to their destination.
The State expects that vendors will include the cost of the shipping in their unit costs. Yes, each unit price should include the freight. The language about shipping being paid by the Division separately for each order is incorrect.
2 6/1/15
Can you possibly provide an estimate of when the first order for each type of tag on the proposal will need to be delivered? 6/8/15
It is not possible to provide estimates – this is why the State is asking to know the lead times required for the different transmitters. The State cannot place an order prior to July 1 as we are bound by the State Fiscal Rules and the prices quotes being sought will not be effective until July 1, 2015.
