Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the National Industrial Security Program Operating Manual (NISPOM) or unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for review and approval prior to release to the appropriate government approval authority identified here with at least office and phone contact information and if available, an e-mail address. 13. SECURITY GUIDANCE
The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

Moffett Airfield, CA 94035 Block9: The Aircraft and Spaceflight Systems Engineering Support Services (ASSESS) contract will support Divisions and Offices across Ames Research Center including the Entry Systems Division (TS), the NASA Advanced Supercomputing Division (TN), the Aeromechanics Office (AV), and the Systems Analysis Office (AA), and the Aviation Systems Division (AF).
The focus of the TS Division is the research and development of technologies to enable the design and fabrication of vehicles that travel at hypervelocities in the atmosphere of Earth and other bodies in the solar system, including access to Earth orbit and reentry, sustained high-altitude hypersonic flight, planetary entry, and high altitude aerocapture. The TN Division develops Computational Fluid Dynamics (CFD), Information Technology (IT), Physical modeling and Computational Chemistry technologies to support the Human Exploration, Aeronautics, Space Operations and Science Missions. Emphasis is on tool development and analysis of mission enabling technologies and engineering applications on NAS High End Computing (HEC) systems. Code AV is responsible for aeromechanics research activities that address all aspects of rotorcraft which directly influence the vehicle's aerodynamic performance, structural, and dynamic response, loads, external acoustics, flight dynamics and control, handling qualities, vibration, and aeroelastic stability. Code AA focuses on the development, test, application and evolution of computational modeling and simulation tools and technologies for system and vehicle conceptual analysis and design. Code AF develops and applies advanced airspace modeling and simulation tools to model the flow of air traffic flow across the U.S., and to evaluate new concepts in airspace design, traffic flow management, and optimization. The organization also develops and tests innovative automation concepts, technologies, and procedures, to identify the most promising capabilities to enable Air Traffic Management (ATM) automation.

| text: The contractor performance will involve periodic access to classified information up to the Secret level. The contractor cannot have access to classified material until the appropriate Facility Clearance (FCL) is verified. |
The Facility Security Officer (FSO) at the Prime contract company (and Subcontractor company when applicable) is REQUIRED to send an initial visit authorization letter (VAL) and recertification annually.
The contractor will ensure that the necessary personnel possess and maintain at a minimum, a SECRET clearance based on a Tier 3 (or equivalent) investigation, conducted and current within a six year scope. If the investigation is outside of that scope, The Government Contracting Authority (GCA) or host organization (Subcontractor or actual work performance location from sections 7a. or 8a.) will accept if the contractor is enrolled in the DoD Continuous Evaluation (CE) program provided the reason for enrollment is "deferred," or similar wording. The (Contracting Officer Representative (COR) will specify which Task Orders and positions require security clearances and Security Classification Guides (SCGs) will be provided by the responsible NASA official issuing the classified task associated with this contract.
Safeguard all information in accordance with NASA Procedural Requirements (NPR) 1600. 1 and NPR 1600.2 NASA Classified National Security Information. The COR will provide any classification guidance required by the contractor during the course of contract performance.
The Prime contractor shall provide copies of any DD-254 form(s) issued to sub-contractors, relevant to the performance of the classified tasks associated with this contract to the COR.
10j. and 11L. The contractor will comply with the policies and procedures outlined in the GCA's CUI Plan in support of this effort. The Host Organization is responsible for providing the contractor with guidance on CUI protection procedures.
12. Public Release - UNCLASSIFIED information will be forwarded through External Affairs Office NASA Ames Research Center, M/S 204-2 Moffett Field, CA 94035, under the authority of the Office of Public Affairs, NASA Headquarters, Washington, DC 20546. CLASSIFIED information release requests will be submitted through the Office of Protective Services for further routing. Non-NASA GCAs will provide all other Public Release guidelines when applicable.
