1 DRD 22 Quality Plan DRD 22 Initial Submission Contents The DRD 22 Quality Plan states in Initial submission that the Plan is due 90 days after contract award. In the contents section of DRD 22, it states the plan is required with the Offeror's proposal. Please confirm that the QA Plan is due 90 days after award.
DRD has been updated to remove the narrative in the contents section for consistency. The QA Plan is due 90 days after award.

Exhibit 2 Exhibit 2 Exhibit 2 Exhibit 2 of the Cost Price Template workbook is password protected to prevent editing. There is no way for offerors to make inputs for the FFP Management and Administration cost on this form. Can the Government please remove the password?
Exhibit 2 is only designed to capture the total proposed FFP. Offerors should be able to insert the total proposed FFP within the yellow boxes on Line 27 of the workbook.

No, the Offerors may not add additional labor categories. The additional TBD lines are intended for potential government use.

5 RFP Sections B-M ASSESS Final 100 L 1852.215-81 Proposal Page Limitations Paragraph B cites "A written page is defined as one side of a sheet, 8 1/2"x11", with at least one-inch margins on all sides, using not smaller than 12-point type – Times New Roman." May we use 10 point font in headers and footers?
Yes, 10-point font may be used for headers and footers only.
6 RFP Section B-M ASSESS Final 100 L.2 Proposal Page Limitations Requires Times New Roman. Is it permissible for Offerors to use fonts other than Times New Roman on the cover page and in headers and footers?
Yes, it is permissiable for Offerors to use other fonts other than Times New Roman on the cover page, headers, and footers only.
7 RFP Section B-M ASSESS Final 100 L.2 Proposal Page Limitations Requires Times New Roman. Tables are more difficult to read in 10-point Times News Roman than in a 10-point sans serif font (e.g., Calibri). Would the Government consider allowing tables to use a different font than Times New Roman?
Yes, it is permissiable for Offerors to use other font styles for 10-point font tables only.

Currently the NFS clause 1852.231-71 full text appears to be missing the last part of the language in section (a) of the clause, specifically “The plan also shall include a discussion of the consistency of the plan among the categories of labor being proposed. Differences between benefits offered professional and non-professional employees shall be highlighted. The requirements of this plan may be combined with that required by the clause at FAR 52.222-46, “Evaluation of Compensation for Professional Employees.” Can the Government verify the entirety of the clause should be referenced in the RFP document?
The prescription for NFS provision 1852.231-71 permits it to be tailored.
Therefore, the version of NFS provision 1852.231-71 included in the solicitation contains the terms Offerors are to comply with in its proposal. Please note, FAR 52.222-46 is not included in the solicitation.

Volumes II-IV
Information required by NFS 1852.231-71 DETERMINATION OF COMPENSATION REASONABLENESS is to be included as part of Volume I (pp.
108-109) and as part of Volume II (p. 115). Please confirm that the same information is required for both volumes. We recommend that the requirement be removed from Volume I.
The information required by NFS provision 1852.231-71 in the solicitation is only required in Volume II. Therefore, the reference to NFS provision 1852.231-71 in Volume I will be removed and Section L.4(a)(6) marked as “Reserved” in a future amendment.
10 ASSESS RFP Cover Letter 3 N/A N/A Given access problems with cost spreadsheets (see Questions 2, 3, and 4) as well as the discrepancy within DRD 22 Quality Plan (see Question 1), would NASA consider a short extension to the proposal due date to allow Offerors more time to provide the required information?
No, an extenstion will not be granted at this time.
