SECTION C - DESCRIPTION/SPECIFICATIONS
C- 1 – PROJECT DESCRIPTION AND LOCATION
(a) Objectives and Background:
The objective of the Crooked River Valley Rehabilitation Project is to address the impacts of historical dredge mining on aquatic habitat conditions. The Crooked River Valley Rehabilitation project was designed to be constructed in multiple phases over 6 years. Phases completed include construction of a bypass channel and levee/haul road, Option 2 floodplain connection, and Phases 1 and 2 floodplain restoration/river channel construction including installation of forty-nine (49) Type 1 - Large Wood Structures. Work to be completed in 2020 includes Phase 3 and planting. The project is being performed on the Red River Ranger District of the Nez Perce Clearwater National Forests in collaboration with the Nez Perce Tribe Watershed Program and funded by Bonneville Power Administration. In addition, U.S. Forest Service stewardship funds are also planned for use to accomplish watershed restoration objectives while supporting the local economy.
(b) Scope of Work:
This contract requires completion of Phase 3 of the Crooked River Valley Rehabilitation Project and Planting on the Nez Perce- Clearwater National Forest, Idaho County, Idaho. Phase 3 requires installing approximately 4255 linear feet of Large Wood Structures, 2755 linear feet of Brush Fascine Type 1 and 925 linear feet of Brush Fascine Type 2 and up to 32 acres of floodplain roughness. This work is detailed in the Crooked River Valley Rehabilitation Phase 3 drawing set and the Technical Specifications.
Planting is also included in this phase and has a separate drawing set titled Crooked River Valley Rehabilitation Planting Plan. Approximately 12,327 plants ranging from 8-gallon to 1-gallon will be planted and approximately 6,950 linear feet of bank stability structures will receive planting while the structures are being installed. Additionally, approximately 2,280 feet of 18”-deep trenches shall be dug between Brush Fascine Type 1 structures to plant 5-gallon plants and 2,614 linear feet of 18” deep by 12-18” wide trenches shall be dug along the side channel for 1-gallon and 2-gallon plants. Each plant shall be watered to ensure root to soil contact.
Contractor shall furnish all labor, equipment, operating supplies supervision, transportation, materials (except those designated as Government-furnished), and incidentals necessary to complete the project as required by the contract, plans, and specifications.
(c) Description of Work.
The river channel was diverted into the bypass channel in 2018 and 2019. The new channel is isolated by a diversion structure that will pass water at high flows. Work will occur in the dry with the exception of some pools that may hold water. Work will not occur in these areas until fish salvage is complete after the July 15, 2020 instream work window. Work where the project area is dry may occur prior to July 15, 2020.
The Contractor shall maintain the haul road internal to the project as necessary. The Contractor is allowed to cross the bypass channel at the bridge up to 10 times with an excavator in order to access the project area.
The Contractor shall stake the locations of the Large Wood Structure Type 2, Brush Fascine Type 1, and Brush Fascine Type 2, collectively referred to as bank stability structures, as needed. The contractor shall construct approximately 4,255 linear feet of Large Wood Structure Type 2, 2,755 linear feet of Brush Fascine Type 1, and 925 linear feet of Brush Fascine Type 2. Refer to plan Sheets 5.0 through 5.3 for the location and layout of the bank stability structures. Forty nine Large Wood Structure Type 1 were constructed in Phases 1 and 2, and are also depicted on the plan sheets. The contractor may cross the newly constructed river channel in a maximum of 7 areas in order to access the west side of the project area. All river crossings shall be restored to pre-work conditions per design cross sections (Sheet 6.0-Phase 3) upon completion. The Contractor shall use mechanical equipment to dig approximately 7,525 single holes for 8-gallon and 5-gallon size plants over 25 acres also scheduled to receive floodplain micro-topography. Holes for the 8-gallon size plants shall be dug to a minimum depth of 24” and 18” for the 5-gallon size plants.
The Contractor is responsible for coordinating pick up and transporting plants from the Nursery in Princeton, Idaho to the project area. (See Section B 200, Plant Delivery from Nursery, in the Technical Specification for additonal details). Plants shall be hauled in a closed container to protect them during transport and offloaded onsite. Planting activities shall be performed in a manner that insures plant survival and growth. Plant survival and growth depends on the initial health of the plants, the manner in which plants are handled and planted, environmental conditions such as soil moisture and weather, and animal damage to the plants. The Contractor shall water all plants upon planting and ensure plants are watered as they are staged on the floodplain. The services secured with this contract require appropriate handling and planting techniques as well as planting during a period of time when environmental conditions are most favorable to ensure survival.
Thirty two acres of floodplain will receive micro-topography treatments, or floodplain roughness, as described in the Crooked River Valley Rehabilitation Phase 3 Designs. Floodplain roughness involves mixing soil and large wood into the floodplain to create ridges and furrows. Soil is stockpiled throughout the floodplain to be mixed into the top 6-12 inches in areas indicated on plan sheet 6.4. Large and small wood and brush are stockpiled throughout the floodplain to be partially buried. More brush is available at the south stockpile area and shall be incorporated into floodplain micro-topography. The Contractor shall preserve the depressions, ponds, swales and side channel features on the floodplain; however, large wood may be added to these features to enhance off-channel habitats.
(d) Project Location: The project is approximately 45 mi east of Grangeville, Idaho. At the junction of Highway 14 and the Crooked River Road (FR 233, MP 41), travel south for approximately 2.0 miles to the beginning of the project area.
(e) Price Range: Government cost estimate, per FAR 36.204, is between $500,000 - $1,000,000.
(f) Pre Bid Tour: No formal pre-bid tour is planned due current restrictions linked to the COVID-19 pandemic. Aerial photos of the project area following Phase 2 construction have been provided as an attachment to the solicitation (see Section J). To facilitate good, clear communication, it is requested that contractors email all their questions to Karen Ruklic at karen.ruklic@usda.gov by Tuesday, April 14, 2020 so that a consolidated set of answers may be provided to all contractors via a solicitation amendment. See Section L-12 FAR 52.236-27 Site Visit (Construction) (FEB 1995) if you have questions regarding visiting the site.
(g) Estimated Start Date: The estimated start date is June 20, 2020 and the completion deadline is October 15, 2020. (See Section F, FAR Clause 52.211-10 Alt I.) IMPORTANT: snow pack is above average this year. This may affect the start date since access to the project area with large equipment surpassing the bridge limit, may require crossing Crooked River. See Attachment J-4 Technical Specifications, Section 01505 Mobilization and Demobilization for temporary bridge load ratings.
C-2 - TECHNICAL SPECIFICATIONS Stand-alone technical specifications have been prepared for the Crooked River Valley Rehabilitation Phase 3 and Crooked River Planting. The technical specifications are provided in a separate attachment in Section J.
C-3 - DRAWINGS- Titled “CROOKED RIVER VALLEY REHABILITATION PHASE 3” and “CROOKED RIVER VALLEY REHABILITION PLANTING DESIGN”. The following drawings are a part of this solicitation and any resulting contract and are found in a separate attachment in Section J.
