ACCESS AND STAGING

Access is provided to the planting area via a temporary levee road and access points off the levee road. 7 new channel crossings are permitted to access the left banks and zones to construct bank structures and roughness. These same crossings shall be used to transport plants and equipment to the left banks and zones.

EXISTING CONDITIONS

THE CROOKED RIVER VALLEY PROJECT AREA WAS HISTORICALLY DREDGE MINED, WHICH LEFT THE RIVER IN A TORTURED MEANDER PATTERN, WITH TAILING PILES AND PONDS THROUGHOUT THE FLOODPLAIN. CONSTRUCTION IN THE PROJECT AREA BEGAN IN 2015 AND CONTINUED THROUGH 2019. APPROXIMATELY 32 ACRES OF FLOODPLAIN WAS RE-GRADED AND 7,500 FEET OF NEW RIVER CHANNEL WAS CONSTRUCTED TO FORM A MORE NATURAL MEANDER PATTERN. THE FLOODPLAIN WAS CONSTRUCTED TO BE

INUNDATED AT THE 1.5 YEAR FLOW RETURN INTERVAL.

THE PURPOSE OF THE PROJECT IS TO RESTORE HABITAT FOR CHINOOK SALMON AND STEELHEAD, ALONG WITH OTHER RESIDENT FISH SPECIES AND AQUATIC ORGANISMS. THE RIPARIAN PLANTING PORTION OF THE PROJECT WILL BE IMPLEMENTED IN CONJUNCTION WITH THE INSTALLATION OF BANK STABILITY STRUCTURES AND FLOODPLAIN ROUGHNESS. LARGE PLANTS WILL BE PLANTED TO PROMOTE QUICKER RECOVERY OF THE RIPARIAN AREAS AND PROVIDE STREAM SHADE WITHIN THE NEXT 5 YEARS.

NOTES:

1. Planting will occur in conjunction with Large Wood Structure Type 2 (LWST2), located along outer meander bends; Brush

Fascine Type 1 (BFT1) located along riffles and in floodplain micro-topography.

2. 8-gallon size plants shall be planted in the LWST2 (MEANDERS) excavations during construction and 5-gallon plants shall be planted in in the BFT1 (RIFFLES) excavations (See plan sheet 5.0-5.2).

3. An additional 2,280 feet of trenching at 18” depths between the BFT1 excavations for planting 5-gallon plants is required.

4. 200 1-gallon Aspens (P. tremuloides) shall be planted throughout the project area as shown in the Plan Sheets. Aspens shall be planted in areas where their roots are at the water table. Aspens shall be clumped in areas of approximately 20 ft2. Government furnished 16-foot long cattle panels and 6-foot t-posts will be on site to cage each aspen clump. The Contractor can field fit the Aspen clumps as approved by the Government. 35-40 clumps of aspens shall be planted. The Contractor is responsible for caging each clump.

5. The side channel shall be planted with 1- gallon and 2-gallon thin leaf alders (A. incana) and Drummond willows (S.

drummondiana) per specification on Sheet 5.2, using the trench planting method. A maximum bucket size of 1-foot wide shall be used to dig side channel trenches.

6. The floodplain shall be planted with mechanical equipment, digging 7,525 single holes for 8- and 5-gallon plants.

Backfilling shall be done by hand to prevent damage to the plants.

7. All plants shall be tamped in and watered to eliminate air around the roots.

8. All plants shall have their roots planted vertically. Substrate shall not exceed 1” above the root collar and soil from the pots shall not exceed the height of the surrounding substrate. Small wells around the plants on the floodplain are acceptable, but not in trench planting.

9. Metal trays and plant containers shall be maintained in good conditions and returned to the Nursery. Wood pallets shall be stockpiled at the staging area to be disposed of by the Government.

GENERAL:

The Crooked River Valley Rehabilitation Planting Design shall be used in conjunction with the Crooked River Valley Rehabilitation Phase 3 Design (RDG 2019). Meander, Riffle, and Point Bar lengths are based on the Structure Schedule (Phase 3, Sheets 5.0-5.3). Floodplain areas were delineated with GIS based on aerial imagery taken in November 2019.

The plants for the Crooked River Valley Rehabilitation planting project have been pre-purchased through Wildland Habitat Nursery and are Government Furnished Property. The pots remain the property of Wildland Habitat Nursery and shall be returned in good condition. The Contractor shall arrange pickup and delivery of the plants. It is the responsibility of the Contractor to ensure plants are handled with care upon pickup and until the project is complete.

The Contractor will be planting in cobble substrate. Soil has been stockpiled on the floodplain that will be spread in conjunction with micro-topography. The project area and plan are delineated as Right and Left banks. Stream crossings are required for all planting on the Left banks. A maximum of 7-crossings are allowed and the contractor shall reconstruct the river channel Specifications (Phase 3 Sheet 6.0). This will allow the Contractor to arrange delivery of plants as needed. Plants shall arrive on site a maximum of 2 days prior to planting. Plants shall not be on site for more than 4 days before being placed in the ground. Plants not planted within 48 hours shall be watered at their staging area. A minimum of 2, 1” pumps is required on site for watering plants. Additional pumps may be required to ensure all plants are adequately watered.
