About this file

This document is a Request for Proposal (RFP) Evaluation Form for the Columbia 9-1-1 Communications District Construction project located in Columbia County and Shaniko City, Oregon. The form is used to evaluate bids received for the construction project, which includes tasks such as equipment relocation, site demolition, and construction within an active communications site. The evaluation form covers key criteria such as the completeness of the bid package, the proposed construction schedule, the bidder's experience with similar projects, and their ability to address known project challenges and risks. The evaluation also assesses the bidder's acceptance of contract terms, including liquidated damages, and their attendance at the pre-bid meeting.

The second part of the form focuses on the technical review of the bidder's proposed approach, including the similarity of their example projects to the current scope, their experience constructing public safety communication sites, and their ability to address challenges and communicate with the project owners. The evaluation form provides a structured process to ensure all bids are assessed equally based on the RFP requirements.
