About this file

This is Amendment No. 1 to RFP WSP EO235138 from the Washington State Patrol for weapons storage and shelving at their Vancouver crime lab. The amendment provides clarifications through 23 questions and answers regarding technical specifications for weapon storage systems, including requirements for adjustable barrel saddles, retainer cords, angled storage configurations, and reinforced back panels for rifle storage. The document specifies vertical weapon storage requirements, pistol peg specifications for different caliber firearms, and details about a mobile carriage system with industry-standard 5-inch diameter wheels and full-height steel end panels.

The amendment includes specifications for an L-shaped workbench with two banks of 4 drawers each (one bank with foam lining), laminate wood top matching office cabinets, and power requirements. Installation hours are specified as 8am-5pm with possible exceptions. The vendor is responsible for trash removal while WSP can receive shipments. Technical requirements include track leveling, anchoring, and grouting for secure installation, anti-tip tracks for seismic protection, and raised floor decking between tracks to prevent tripping hazards. No ADA entry ramp or seismic engineer sign-off is required, and keyed locks are not needed for the carriage system though standard safety locks are required.

AMENDMENT NO. 1

TO

SOLICITATION NO. WSP EO235138

This Amendment (“Amendment”) to Solicitation No. EO235138 is effective immediately and is not required to be submitted with proposals. Amendments made to Solicitation No. EO235138 Exhibit B are effective immediately and are required to be submitted with proposals. All other terms, conditions, and specifications remain unchanged.

P U R P O S E

THE PURPOSE of this amendment is to address the following questions raised during the Q&A period and incorporate necessary clarifications and/or requests into Exhibit B.

Question:

1. Do the end users require individually adjustable barrel saddles with a fully slotted back panel?

Answer:

1. Yes, we would like adjustable barrel saddles.

Question:

2. Is a retainer cord necessary on the barrel saddle to ensure weapon security?

Answer:

2. Yes, a retainer cord would be nice to have for any storage more than 5 feet off the ground. If they are being stored at floor level, then probably not required.

3. Are weapon holders required to secure both the front and rear of each rifle buttstock and provide an angled storage configuration?

Answer:

3. The rifles will be stored at a slight angle. If there is a foot piece where the stock can rest in so that the rifles do not slip out, that would be great

4. Is a reinforced back panel necessary to prevent shelving deformation or deflection under the weight of stored weapons?

Answer:

4. Only if it is necessary dependent on the shelving material proposed. It is critical the racks do not bend under the weight of the firearms.

5. Is vertical weapon storage required? (buttstock down and barrel up)

SOLICITATION NO.– AMENDMENT NO. WSP EO235138 PAGE | 2

Answer:

5. Yes, rifles will be stored vertically at an angle, with the stock resting in some sort of seat so that it does not slip out and/or off the shelf.

Question:

6. Are pistol pegs the desired storage solution for the handguns?

Answer:

6. Rubber sleeved pegs would be ideal, with a variation of different size pegs. The pegs need to slightly smaller than .22 (for the smaller caliber firearms) and slightly smaller than .45 (for the larger caliber firearms). The pegs need to withstand the weight of the firearm hanging off of this peg.

7. Are full-height steel end panels required for the mobile carriage system to conceal the gearboxes?

7. Yes.

Question:

8. Are industry-standard 5-inch diameter wheels preferred?

Answer:

8. Yes, go with industry standard.

Question:

9. Is wood decking required in-between tracks?

Answer:

9. It does not have to be wood but we would like raised floor decking to make the tracks flush so there is no tripping hazard. It should look like it matches the room and the shelving. It will need to withstand regular foot traffic.

10. Is Rubber Matting required to cover the wood decking?

Answer:

10. If the decking is wood, a rubber, or similar, mat would be ideal. Something with traction with some give for standing and walking.

11. Is an ADA entry ramp required in the front of the system?

11. Not at this time.

12. Is Anti-tip track required since the state of Washington is in a seismic zone?

12. Yes.

13. Will a seismic engineer need to sign off on the flooring anchors used?

SOLICITATION NO.– AMENDMENT NO. WSP EO235138 PAGE | 3

13. No.

14. Does the track require leveling, anchoring, and grouting for secure installation on the slab

14. Yes.

15. Exhibit B calls for the shelves to be lockable by key when not in use, considering the secure nature of this space, is a key lock required for the carriage system?

15. No, a keyed lock is not required. Each carriage must be equipped with an industry-standard safety lock to prevent the shelving from moving on its own and guard against it being collapsed while someone is inside the aisle.

16. Is the vendor responsible to receive all shipments and to remove trash?

16. We can receive shipments, but the vendor is responsible for removal of all trash.

Question:

17. What are the working hours for installation?

17. 8am - 5pm, though exceptions can be made by request.

18. They indicated they want an L shaped workbench. Do they require drawers with foam? How many drawers are required? What heights do they want with the drawers?

18. One bank of 4 drawers with foam (3 ft tall bank, 4 drawers about 8 inches tall each with foam) and then one other bank of 4 drawers (3 ft tall bank, 4 drawers about 8 inches tall each, no foam) for storage of tools and other items.

19. Is there a requirement for shelves above the workbench to accommodate storage?

19. Not at this time.

20. Is a light required on the workbench?

20. Not at this time.

Question:

21. Is power needed on the workbench?

21. Yes.

SOLICITATION NO.– AMENDMENT NO. WSP EO235138 PAGE | 4

22. Is a wood top required for the workbench?

Answer:

22. Laminate wood. The same/similar color as we have in the office cabinets.

Question:

23. Could you please specify the desired material for the shelves?

23. All that we require is that it be able withstand the weight of all of the firearms.
