About this file
This is a structural engineering memo from Sargent Engineers to the Washington State Patrol regarding weight load analysis for new fixed and rolling file storage systems at the Vancouver Crime Lab located at 1401 Kauffman Avenue in Vancouver, Washington. The memo, dated October 14, 2024, reviews original building plans from 2004 and proposed storage system plans from Southwest Solutions Group dated August 2024 to provide recommendations on storage weight limits for the building's slab foundation.
Based on the analysis of the 4-inch reinforced concrete slab with #3 reinforcing bars and 8-inch compacted granular fill, Sargent Engineers recommends limiting the total uniform weight of file storage units to 175 pounds per square foot while maintaining 3-foot minimum walkways around the units. Additionally, they recommend limiting rail loads for rolling file storage units to a maximum of 500 pounds per foot. The current proposed storage system design indicates a total weight of approximately 115 pounds per square foot, with maximum rail loads of 485 pounds per foot, which falls within the recommended limits for the building's foundation specifications.

RE: Vancouver Crime Lab Rolling File Storage Memo Project No.: A23129.03 State Proj. No.: 2025-122 A (1)
Dear Brian:
On behalf of Sargent Engineers, I am pleased to present to you this structural memo related to the installation of the new fixed and rolling file storage system at the Vancouver Crime Lab located at 1401 Kauffman Avenue in Vancouver, Washington. State Patrol asked us to review the existing plans for the building along with the proposed file storage system and provide our recommendations on storage weight limits for the building.
We were provided with the original SRG Partnership / KGA structural plans dated May 24, 2004 along with the file storage plans by Southwest Solutions Group dated August 14, 2024 which are for the Marysville location, but the size and weights of the Vancouver systems are assumed to be similar. Based on our review of these documents, the following was noted:
• The structural drawings indicate an allowable soil bearing pressure of 2500 pounds per square foot as recommended by the geotechnical consultant for the project. The slab on grade appears to be a 4-inch minimum thickness reinforced concrete slab with #3 reinforcing bars at 12-inch maximum spacing placed over 8-inches minimum compacted granular fill.
• The storage unit drawings indicate a total weight (stored material plus shelving) per square foot of storage of around 115 pounds per square foot, with a maximum rail load of 485 pounds per foot for the rolling file storage.
The railing for the rolling file storage units are placed directly on top of the concrete slab on grade. Conservatively assuming a 1:1 distribution of the load through the concrete slab and compacted gravel base, this would equate to a subgrade soil bearing pressure of approximately 245 pounds per square foot. This loading controls over the uniform storage loading. This load is also well within reasonable limits for a reinforced slab on grade on compacted granular fill.
For the slab on grade at this facility, we would recommend WSP limit the total uniform weight of this type of file storage units to 175 pounds per square foot while maintaining 3-foot minimum walkways around the file storage units similar to the layout provided in the storage unit drawings. We would also recommend limiting the rail loads for rolling file storage units to a maximum of 500 pounds per foot again assuming walkways in front of the unit. Thank you for this opportunity to be of assistance to you, and please let me know if you have any further questions or comments.
Respectfully, Sargent Engineers, Inc.
