Attachment V Labor Category Descriptions, Duties, and Qualifications

Program Manager (PM)

Duties: Provide overall management of the IDIQ for the vendor organization. Works closely with Task Order Manager (TOM) to ensure all task orders are accomplished. PM plans, organizes and supports the program to ensure overall contractual obligations are fulfilled, quality standards are met, and associated expectations of performance are achieved. Key responsibilities include: support multiple concurrent task orders, providing expert direction and guidance to TOM/s, reviews funds and resources, and serves as point of contact with DHS/Government COR/Task Monitor and/or customer personnel. Provides deliverables and required documents such as Transactional reports, Vaccine Adverse Event Report, Primary Source Verification/Credentialing documents, etc.

Minimum Qualifications: Master’s degree in a related field and ten to fifteen (10-15) years’ of management and supervisory experience including performance in program management functions and performing the duties identified above. Expert knowledge and program management experience of projects designed to provide onsite vaccine administration.

Task Order Manager (TOM)

Duties: This individual is responsible for managing cost, schedule, directing team personnel, ensuring contract compliance and interacts with DHS office at the task order level. Develops Concept of Operations and Business Continuity plan as required by the task order. He/She organizes, directs, coordinates planning of all onsite vaccine event activities at the task order level and recruits all personnel necessary to perform assigned tasks; establish and alter (as necessary) program organization to provide effective contract support. Oversees general and operational manager(s), scheduling and technical performance of contract compliance. The TOM will develop solutions to program challenges, and direct others for successful timely completion. Provides day-to-day project management for smaller task orders/vaccine events or is the lead for a work stream within a larger onsite vaccine events.

Ensures contract compliance and accuracy of billing and invoicing. Provides content for deliverables to PM as directed for Transactional reports, Vaccine Adverse Event Reports, Primary Source Verification/Credentialing documents, etc.

Minimum Qualifications: Master’s degree or higher in emergency management, public health, public safety, health administration, management science or in a related field and has a minimum of five years of relevant experience in program management and performing duties identified above.

General and Operations Managers (Mobile Set up-onsite manager(s))

Duties: If there are multiple general and operational managers, one is designated the lead to work closely with TOM. As directed by the TOM, this individual(s) conducts pre-event visit, planning, and leads on-site activities for a mobile vaccine event and ensures proper equipment is resourced and are provided onsite. They work closely with the TOM throughout all phases of a mobile event to ensure a safe delivery of vaccine services. He/She directs and organizes other operation managers and general laborers to set up tents, tables, secures vaccine and ensures cold-chain management/storage, etc.

Conducts pre- and post-event conferences, as required. Provides content for deliverables to TOM as directed for Transactional reports, Vaccine Adverse Event Reports, etc.

Minimum Qualifications: Bachelor’s degree or higher in emergency management, public health, public safety, health administration, management science or in a related field and has a minimum of three years of relevant experience in program management and performing duties identified above.

Laborers and Freight, Stock, and Material Movers, Hand (Mobile Set up)

Duties: Provides onsite assistance as a general laborer to move equipment, setting up and breaking down tents, tables, directing traffic, and assisting in activities during a mobile set up.

Minimum Qualifications: This resource has a high school diploma or General Educational Development equivalent or higher. Minimum of one year experience with assisting in similar duties identified above.
