Vendor Question Government Response

3.1 Background 1 72 Please clarify the statement "…as

permitted by law…"; will this program operate under State or Federal jurisdiction? Pharmacist licensure is at the state level.

We need to follow all State requirements (e.g. licensures, etc.)

where applicable and federal laws (e.g.

3.1 Background 2 72 Does DHS have a list of locations

nationwide that will be supported under this contract? Please provide.

DHS operates across all 50 U.S. States, Hawaii, Alaska, and many U.S.

territories. We can not disclose all DHS operating facilities for security reasons.

This Contract will be used for voluntary vaccination services when requested by the DHS office and the vendor will have on opportunity to assess the specific needs at that time for that specific location.

3.1 Background 2 72 Does DHS have a breakdown of

expected patients by location and type (e.g., x employees plus z detainees at y facility) that will be supported under this contract?

Please provide.

This Contract will be used for voluntary vaccination services. At the TO/DO when requested by the DHS office and the vendor will have on opportunity to assess the specific needs at that time for that specific location.

3.1 Background

3 72 Will unaccompanied and other minors be able to receive immunizations without parental consent?

DHS does not have unaccompanied minors. Not applicable.

Vendor Question Government Response

3.1 Background 3 72 If the program operates under state

law please note: there are state-specific regulations on the age by which minors can receive immunization from a pharmacist.

Yes, correct. We must follow all State and Federal laws where applicable.

3.3 Scope 2 73 Please provide population

breakdowns by geographic area.

This Contract will be used for voluntary vaccination services when requested by the DHS office. At the task order level, the vendor will have on opportunity to assess the specific needs at that time for that specific location.

3.3 Scope 3 73 How will vendors know which (and

number) of vaccines to administer by location and date? Please expand on how specific each task order will be.

The TO/DO will identify the vaccine requested, quantity and population to be vaccinated.

3.5.1 Vaccinations 7 75 Does the government have a

particular preferred form and format (e.g., COVID-19 vaccine card or CDC Form 731 yellow book)? Or is a print out of the vaccine receipt acceptable?

Any state or federally recognized proof of vaccination is acceptable. It must contain appropriate vaccine administration information required by FDA and CDC standard practices (e.g.

date of vaccination administration, name of manufacturer, Lot number, dose, signature of administrator, etc.)

3.5.2 Credentialing of Medical

Professionals

3 75 Pharmacists do not enroll in the NPDB. Will the Government accept alternate indicators of good standing based upon Licensed Immunizer and other relevant confirmations?

All regulated healthcare professionals are listed in the NPDB. Please see link to NPDB website and look under “Practitioner Type” The NPDB - Research Statistics (hrsa.gov) https://www.npdb.hrsa.gov/resources/definitions.jsp https://www.npdb.hrsa.gov/resources/definitions.jsp

3.5.2 Credentialing of Medical

Professionals

3 75 Will pharmacy technicians be allowed (if per state law) to administer certain vaccines?

The vendor is responsible for obtaining qualified, trained and appropriately licensed medical personnel to administer vaccines depending on what is allowed for that State. The vendor may provide a pharmacist, pharmacy tech, nurse, LPN/LVN, physician assistant, nurse practitioner, etc. There is no specific DHS requirement for this service other than meeting State requirements for their license, appropriately trained and qualified to provide vaccine.

3.5.3 Logistics Support 5 77 Please expand on how patient

registration will be captured for detainees and others? Will this be part of the task order?

This Contract will be used for voluntary vaccination services when requested by the DHS office. At the task order level, the vendor will have on opportunity to assess the specific needs at that time for that specific location.

3.5.10 Employee Conduct and

Identification

2 79 How will these badges be issued and will a list of contract personnel attending these events be required in advance?

For small events where 1 or 2 vaccinators are needed, the contract staff will be a visitor and will be escorted by a DHS employee at all times. Names and vehicle information may be requested ahead of time for security and parking. For a larger event, or events that span multiple days, the security requirements may be more involved. These events will provide a

RFP states “report all vaccines administered withing the CDC Immunization information System (IIS)”. The CDC website sates “CDC does NOT have vaccination record information” and directs readers to State Health Departments.

Can we correctly assume we report vaccinations via the State Health Department systems and those feed into the CDC IIS?

Correct, yes, the vendor reports vaccine administration to the individual State IIS which is accessible to CDC, or if they have access to Immunization (IZ) Gateway, that will also meet the requirement as it feeds multiple IISs.

Will the contractor be able to determine if a task order should contain mobile set up CLINs or is that at the sole discretion of the Government?

At the task order level, the vendor will have an opportunity to assess the specific needs at that time for that specific location and size of the vaccine event. The Government may specifically request a mobile set up;

however, if not identified and the vendor thinks a mobile set up is better suited that should be communicated to the Component CO (Contracting Officer). If a different mix of labor is needed, that will need to be addressed at that time.

General

Pricing Structure Is the vaccine administrative fee (CLIN 0003) reimbursable regardless of insurance status?

What does the government considered "medical personnel" that can support this project? Are there any positions that the government will not consider able to support? Attachment V does not list out any medical labor categories or the qualifications each medical category should obtain.

At a minimum, evidence of HIPAA Compliance, a system security plan, the validation of Security control effectiveness meeting NIST standards and the intent of an ATO would be required.

RFP 3.5.9 Travel 78 Section 3.5.9 states travel will be identified at the order-level.
