Specifically, the contractor must describe the research questions, data sources, methods, sampling criteria and analysis procedures to be used in the study. The contractor must also describe how data will be identified, assessed and collected, including recruitment and selection of any participants. The contractor must identify limitations of the study and how those limitations will affect the generalizability of the results. The contractor must develop a detailed research plan capturing all elements necessary to conduct the study. PERSEREC SAMPLE TASK ORDER A
Develop Metrics of the Deterrent Effect of Personnel Security Vetting
PERSEREC IDIQ PWS Areas: 5.1 TASK 1 PROGRAM MANAGEMENT SUPPORT, and 5.2 TASK 2 SECURITY, SUITABILITY, AND CREDENTIALING (SSC) AND RELIABILITY PROGRAMS
The personnel security vetting process was designed to identify individuals who are trustworthy, reliable and loyal. While the screening processes process is fairly rigorous, few individuals are denied eligibility or have their clearance eligibility revoked. With such few denials and revocations, some may question the need for such a rigorous and time-consuming process. However, there may be secondary benefits to the vetting process which help ensure the trustworthiness of the cleared population. For example, some individuals may decide not to apply for a clearance because they think they would not qualify for one due to their background. Or, those already granted access may be deterred from committing behaviors of security concern because they fear detection and loss of their access to classified information, systems or facilities and possibly their job.
The contractor shall:
Design a study to evaluate the extent to which the personnel security vetting process deters clearance holders from engaging in behaviors of security concern identified in SEAD 4 (e.g., financial indebtedness, unauthorized foreign contacts, criminal conduct). Describe the research questions, data sources, methods, sampling criteria, and data analysis procedures to be used in this study. Describe how data sources will be identified and assessed for use in this study. Explain how the data will be collected, extracted and transformed to include methods of recruitment, selection and collection of data from any participants. Identify potential limitations of the study and how those limitations will affect the generalizability of the results of the study. Develop a research plan that captures sufficient details necessary to conduct the study.
