Sheet1 PERSEREC (RFP47QFPA22R0009) RFP Questions

Question #RFP SectionRFP Page NumberQuestionResponse
1PWS Attachment C, Labor Category Description and Key Personnel RequirementsN/AWhile the majority of labor categories listed in Attachment C are present in the Price Workbook (RFP Exhibit A), there are a number of differences between the two files in terms of proposed labor categories (e.g., Level "5", Program Support SMEs,...). Can the government clarify and revise the list of LCATs within Attachment C to be consistent with the LCATs listed in the Price Workbook (Exhibit A) ?Attachment C has been revised to reflet LCATs in Exhbit A Workbook. Please note that the Government LCATs in Exhibit A is an estimate to aid offerors in putting together proposals.
2PWS Attachment C, Labor Category Description and Key Personnel RequirementsN/AThe majority of LCATs are identified as Goverment Site yet language in the RFP indicates that most work will be performed at Client Site. Can the government clarify this discrepencancy? Also, how many desks/offices are reserved for contractors at the Seaside location and how many personnel are expected to work onsite Full-Time?The government site is the client site. There is no fixed number of spaces at Seaside and there is no fixed expectation of number of staff working there FT. All personnel currently on active task orders are working remotely and the government expects that this will still be the case when the contract starts. It is also anticipated that when staff begin working regularly onsite in Seaside again there will not be permanently assigned seating but rather staff (including governent staff) will use temporary workstations each time they visit DoDC.
3RFP Attachment 4 PWS Task Order 1N/ATask Order 1 contains a listing of activities and skills that may be utlized supporting PERSEREC over an 18-month PoP. However it does not provide specific activities or quanities that would be needed to develop a firm fixed price. Would the gov't detail all the tasks and quantities desired OR if thats not possible, provide a table of LCATs and estimated hours that would allow the government to fairly assess vendor proposals.TO-1 should be performed under T&M.
4INSTRUCTIONS TO OFFERORS: Element B - Management Approach44Element B of the Management approach asks for a detailed Project Management Plan as well as Quality Control Plan. Both of these elements are also asked for in detail within Element A under PWS 5.1. Given the page limitations, would the government specificy one area to document this information?Offerors submit Project Management Plan and Quality Control Plan under Element B Management Approach.
5RFP Attachment 4, PWS Task Order 12Contractor Staff Qualifications section, last sentence, states, "Staff will be required to travel to DoDC (sic) for these tasks." However, the next section, Travel Requirements, states, "No travel is required for this task." Please clarify. Will travel be required to complete one or more tasks on Task Order 1 or not? If yes, how much travel is anticipated and to what location(s) (for purposes of pricing travel for Task Order 1)? Either way, we would respectfully ask the Government to set a celing and take this variable out of the staffing/pricing equation. The last sentence of this section has been revised for further clarification.
6RFP Attachment 4, PWS Task Order 12Contractor Staff Qualifications section, second to last sentence, states, "Some tasks may involve sensitive or classified information requiring personnel in access to maintain a secret clearance." What percentage of the work on Task Order 1 is anticipated to require personnel with a secret clearance (e.g., less than 10%, at least 20%, at least 33%)? Related, what research and/or data management tasks are most likely to require secret clearance?Less than 10% of all our work involves actual classified information. Over 90% of the contract staff have a T3 or T5 clearance, however, because data sources we typically work with (involving personnel security clearance info) require at least a T3 for access to the data.
7RFP Attachment D.1, PWS128.1 Security Clearances section states, "Contractor personnel shall have appropriate clearances prior to contract award unless otherwise approved in writing by Contracting Officer (CO)." Section also states, "The Prime Contractor shall ensure that any teaming partners or subcontractors have appropriate security clearances prior to contract award." How does Government propose that Prime Contractor and any teaming partners or subcontractors obtain appropriate security clearances PRIOR to contract award when issusance of the contract award is needed to secure any appropriate security clearances to work on the contract?See PWS Rev. 1 for revised language. In additiontion, prior to requesting access to DHRA sponsored resources (e.g., DoD ID/CAC, Computer, Systems, email or facility), the appointed contractors will be expected to already have sufficient background that meets the contract

requirements. At minimum the contractor must have obtained interim eligibility from the Department of Defense (DoD) Consolidated Adjudications Facility

(CAF).

8 RFP Attachment D.1, PWS 13 Clause 8.7.1 states that the Contractor "be responsible for obtaining CAC or PIV ready status prior to contract start." How does the Government propose that Contractor obtain CACs PRIOR to contract start when the contract and a designated Government representative are needed to initiate the CAC application process? Will Government accept currently active CACs issued by a DHRA organization other than PERSEREC or CACs issued by another DoD organization other than DHRA? See revised language in PWS Rev. 1. In addiiton, CAC-ready" means that the personnel have met the vetting requirements and obtained favorable FBI fingerprint results according to the individuals access designation. For non-sensitive roles at minimum the individual will need to completed HSPD-12 security requirements for CAC.)

9RFP Attachment D.1, PWS168.14 GFE sections, first sentence, states, "While GFE per FAR 45 will not be provided under this IDIQ or any forthcoming task order issued under the IDIQ,…" Please confirm that NO GFE will be provided to Contractor to complete work under this IDIQ or any forthcoming task order issued under the IDIQ. This statement is not consistent with our experiences performing work for other DHRA organizations.GFE may be provided based on the task orders issued under this IDIQ and if this occurs the Contractor shall establish and implement procedures to ensure all GFE to include laptops and other data processing devices issued to the Contractor by the Government are not lost or misplaced, are not used by unauthorized persons, or are not subject to unauthorized external devices. The Contractor shall immediately report to the COR any occurrences of lost GFE within two (2) hours of discovery of occurrence. In the event that GFE is lost, the Contractor may be required, upon written direction of the CO, to replace the equipment at no additional cost to the Government. The Government may replace the equipment and deduct the cost of such from the monthly payment due the Contractor.
10RFP Attachment 5 - Sample Task Order A PWS1What additional quantitative and descriptive information about Personnel Security Vetting can be provided (e.g., total N of clearance holders, demographics of clearance holders [date cleared, work location, time in position, nature of position, security level, etc.]?No additional demographic info is available, but the offeror can assume that they would have access to the DoD database of clearance holders to use for the purposes of determining the answers to these questions.
11RFP Attachment 5 - Sample Task Order A PWS1Will contractor need to go through IRB process before recruiting participants or is this study exempt? All research projects must either go through an IRB or be determined not to be human subjects research and receive an exemption. You should assume that any project has the potential to require IRB approval and either plan for additional time required for such an approval, and/or design research that is likely to be defined as non-HS research under the HRPP. (see e.g. https://www.hhs.gov/ohrp/regulations-and-policy/index.html)
12RFP Attachment 5 - Sample Task Order A PWS1Are any types of incentives to participate in the study allowed to be offered to clearance holders?Typically we do not offer incentives of any kind to solicit participation in our research studies.
1347QFPA22R0009 Final RFP - Instructions To Offerors: Element C Technical Approach to Sample Task Order 141 & 45The instructions on page 41 state that proposals shall be prepared and submitted in three volumes. The instructions on page 45 state that the Technical Approach to Task Order 1 should be limited to 10 pages and "shall be a separate and distinct document from the executed solicitation, general technical proposal, general cost proposal, and the Task 1 cost proposal". Can the Government please confirm that the Technical Approach to TO1 should be a standalone document separate from Volume II--Written Capability and not a section within Volume II?The technical approach for TO 1 shall be a section of Volume II -Written Capability that won't exceed 10 pages in response.
1447QFPA22R0009 Final RFP - Instructions To Offerors: Element C Technical Approach to Sample Task Order 241 & 45The evaluation critiera for Sample Task 1 asks for detail "as a minimum: sequence of activities (steps) to be undertaken, a description of the type of data and information (including sources) which will be collected in each task, and how these data or information will be used to provide input to other tasks and the final products". Yet, the task requirements are written at a high level of abstraction (e.g., data collection through surveys, focus groups, and interviews). Can the Government please share information on specific tasks, work products, and the required quantities so vendors are able to provide the necessary detail upon which to be evaluated? We recommend the offeror provide examples of activities of these kinds that they have performed in the past, such as survey data collections, focus groups, interviews, data coding, quantitative data analytics, report writing and editing, etc.
15PWS - 5.4: Workplace Risk Management and Mitigation8Could the government confirm that numbering in this section should be as follows:

5.4.1 The contractor shall provide expertise in both quantitative and qualitative research design….

5.4.2 The contractor shall provide subject matter expertise in national- and DoD-level workplace and school violence…

5.4.3 The contractor shall demonstrate expertise in policy analysis…

46RFP Exhibit A - Price Workbook

Instructions tab, row 11 and row 14

Instructions state: "If proposing subcontractor labor, a separate fully burdened labor rate may be proposed that differs from the rate proposed for prime contractor labor." Instructions also state: "Do not edit Column B labor categories, labor hours per labor category, total labor hours per year, or other direct cost amounts. These are provided for proposal consistency purposes and to help develop realistic maximum IDIQ contract amounts." Please clarify how you want offerors to show separate subcontractor rates per labor category?Offerors shall submit the cumulative total labor and ODCs/Travel uin the tab labelled Subcontracts.
47RFP Exhibit A – Price Workbook
Price Input tab, cells Z45 and Z46The totals provided by the Government in cells Z45 (CLIN 0003 – Total Other Direct Costs) and Z46 (CLIN 0004 – Travel) for the IDIQ Contract Total are the reverse of the NTE values provided in Section B: SF 1449 Continuation document, section B.5.1. This impacts formulas on other tabs in the Price Workbook as well. Please confirm which NTE values for CLINs 0003 and 0004 are correct.
Exhibit A Workbook has been revised to reflect corect amounts as shown on RFP Section B.5.1
48RFP Exhibit A - Price Workbook
Contract Price Summary tab, cell E4CLIN 0001 FFP price does not link to anything (i.e., the formula in the cell does not calculate a price). Is it the Government's intent to not have an evaluated price associated with CLIN 0001?
The Government will evaluate the cumulative total for labor for each year which will be calculated in cells H43, L43, P43, T43, and X43 . Contract type will be determined at time of Task Order issuance against the IDIQ.
49RFP Exhibit A - Price Workbook

Sample Task A Price Tab, cells C2, C32, and C41

Cells C2 and C32 state that the Sample Task A price is in CLIN 0001 or 0002. Cell C41 states that the Sample Task A price is in CLIN 0002. Will the Government please clarify which CLIN/contract type Sample Task A is in? CLIN 0001 and CLIN 0002 have different contract types (FFP vs. T&M) which represent different levels of risk. We request selecting one CLIN/contract type to provide consistency for all offerors. The Government doesn't have a preference on contract type that will be left to the offeror to decide and propose on. The Governments intent is to gauge how well offerors understand the requirement as well as design an approach. Proposed contract type shall be left to the Offeror to select. Government revised cell C41 to reflect FFP labor if proposed and added cell C42 for T&M if proposed.
50RFP Exhibit A - Price Workbook
Task Order 0001 Price Tab, cells C47 and C52; AND Sample Task A Price Tab, cells C47 and C52Please confirm the CLIN numbers in cells C47 and C52 on both the Task Order 0001 Price Tab and Sample Task A Price Tab should match the CLIN numbers in cells C42 and C48 respectively – Total Other Direct Costs should be CLIN 0003 and Total Travel should be CLIN 0004.
Government revised Exhibit A Workbook see attachment amendment documents.
51RFP Exhibit A - Price Workbook
Is the offeror allowed to discount the proposed IDIQ rates in the pricing of Task Order 0001 and Sample Task A or do the IDIQ labor rates and Task Order/Sample Task labor rates need to be the same?

52RFP Exhibit A - Price Workbook, PWS Attachment C - Labor Category DescriptionsRFP Exhibit A and PWS Attachment C have different naming conventions and labor categories (LCATs). (There appear to be 6 LCATs in Attachment C that are not in Exhibit A, and 7 LCATs in Exhibit A that are not in Attachment C.) We have provided a crosswalk table between the two documents for the Government’s consideration (see the table at the end of this document). Please clarify the labor category names and descriptions and which categories are to be bid so offerors can provide realistic and accurate pricing and the Government can more easily evaluate bids from offerors.

All required deliverables is outlined in RFP Attachment 4 Task Order 1 PWS.

66RFP Exhibit A WorkbookN/AThe answer provided to Question 3 does not address the original question, which is: “Task Order 1 contains a listing of activities and skills that may be utilized supporting PERSEREC over an 18-month PoP. However, it does not provide specific activities or quantities that would be needed to develop a firm fixed price. Would the gov't detail all the tasks and quantities desired OR if that’s not possible, provide a table of LCATs and estimated hours that would allow the government to fairly assess vendor “proposals.” Respectfully request the Government re-address the original question submitted.See revied Exhibit A Workbook that includes government labor estimate.
