About this file

This is a price proposal attachment for a Request for Proposals issued by the Bend Park and Recreation District in coordination with the City of Bend, Oregon, for the Archie Briggs Forest Health and Fuels Reduction Project. The project encompasses approximately 21 acres and requires three primary services: slashing and hand-piling trees and vegetation under 8 inches in diameter, cutting marked trees over 8 inches in diameter with core wood removal from the site and slash added to on-site piles, and burning piles during fall/winter 2027. Proposers must provide unit costs for each of the three line items across the 21-acre project area and submit a total lump sum price that represents all labor, materials, equipment, transportation, supervision, and other facilities and services necessary to complete the work. A mandatory pre-proposal meeting was held on November 20, 2025, at 10:00 AM, with technical questions due by December 4, 2025, at 5:00 PM and proposals due December 11, 2025, at 2:00 PM Pacific time. The Notice of Intent to Award is expected on or about January 5, 2026, with contract signing anticipated in January 2026 and work beginning in fall/winter 2026, concluding with pile burning in fall/winter 2027.

The price proposal requires bidders to certify their familiarity with local conditions, legal requirements, and site conditions while providing a comprehensive lump sum that includes all overhead and profit. Proposers must currently be providing fuel reduction and fire services at the time of proposal submission and must obtain specific insurance coverage including $2,000,000 per occurrence general liability insurance, $1,000,000 automobile liability coverage, and statutory workers' compensation insurance. The evaluation will be conducted on a 100-point scale with price proposals weighted at 30 points, alongside criteria for experience and qualifications (15 points), project understanding (15 points), project scope (20 points), equipment (10 points), key staff (5 points), and completeness (5 points). No specific budget range is explicitly stated in the RFP, and no set-aside designations or incumbent vendors are mentioned.
