About this file
This is an RFP Addendum for the Archie Briggs Forest Health and Fuels Reduction Project issued by the Bend Park and Recreation District in coordination with the City of Bend, Oregon. The project encompasses approximately 24.5 acres within the Archie Briggs Canyon Natural Area, with 15 acres designated for tree cutting and fuel reduction and 6.5 acres restricted to slash piling only due to steep terrain. The scope includes slashing and hand-piling vegetation under 8 inches in diameter, cutting marked trees over 8 inches in diameter with core wood removal, and burning piles during fall/winter 2027. A mandatory pre-proposal meeting was held on November 20, 2025, with technical questions due by December 4, 2025, at 5:00 PM and proposals due December 11, 2025, at 2:00 PM Pacific time. The Notice of Intent to Award is expected on or about January 5, 2026, with contract execution anticipated in January 2026 and work commencing in fall/winter 2026. The project includes 189 trees to be removed from the uphill section.
The addendum clarifies that Commercial General Liability insurance must provide $2,000,000 per occurrence and $4,000,000 aggregate limits, with the District acknowledging that alternative insurance arrangements or equivalent coverage forms may be acceptable upon discussion with the District. A weight restriction of 7 tons maximum is imposed on the Deschutes River Trail due to a 1970s-era concrete pipeline with gasketed joints beneath it, prohibiting long log trucks or other heavy vehicles exceeding this limit. Contractors are permitted to place a temporary, professionally presented sign identifying their company at the project site provided it does not obstruct public access, create safety hazards, or conflict with District signage, and must be removed upon project completion. No specific budget information is provided in this addendum, and no set-asides or incumbent vendor information is mentioned.

ADDENDUM 2
ADDENDUM

ADDENDUM 2
to
Archie Briggs Forest Health and Fuels Reduction Project
This Addendum modifies the RFP documents only to the extent indicated below. All other areas not changed or otherwise modified by this Addendum shall remain in full force and effect. This Addendum is hereby made an integral part of the RFP. Proposers must be responsive to any requirements of this Addendum as if the requirements were set forth in the RFP. Failure to do so may result in Proposal rejection. Proposers must reference the RFP regarding requests for clarification, change, or protest of this Addendum, and applicable deadlines.
CLARIFICATIONS:
Q1: Our insurance provider has reviewed the insurance requirements in the RFP, but we are still unclear on certain aspects. Could the District please provide additional clarification regarding the required insurance coverage?
A1: The District requires Commercial General Liability insurance with limits of $2,000,000 per occurrence and
$4,000,000 aggregate. While these limits are mandatory, the District recognizes that there may be multiple ways to meet the intent of these requirements through alternative insurance arrangements, endorsements, or equivalent forms of coverage. Proposers who believe they may satisfy the required coverage through alternative means are encouraged to contact the District to discuss potential options.
If you have further questions regarding insurance requirements, please contact JoAnna Edwards, Contract
Administrator, at (541) 706-6102 or joanna@bendparksandrec.org
Q2: Can you verify more information about the weight limit on the trail?
A2: The pipeline beneath the Deschutes River Trail (DRT) was installed in the 1970s and is constructed of concrete segments with gasketed joints. Due to the design and age of the pipeline, the Tumalo Irrigation District has imposed a weight restriction of no more than 7 tons on the trail. As a result, long log trucks or other heavy vehicles exceeding this limit are not permitted to travel over this section of the trail.
Q3: In addendum 2 you said the total count of trees is 189. Are any of these trees in the steep section of the project?
A3: No trees will be pulled from the 6.5 acre section of the project that is extremey steep. This project area is slash piling only. The 189 trees are located in the 15 acre uphill section of the project.
Q4: If awarded the contract, would the selected contractor be permitted to place a temporary sign at the project site identifying their company as the contractor performing the work?
A3: Yes, the District allows contractors to place a temporary sign at the project site identifying their company during the course of the work. The sign must be professionally presented, appropriately sized, and placed in a manner that does not obstruct public access, create a safety hazard, or conflict with District signage. The sign must be removed promptly upon completion of the project.
