About this file

This is Addendum 2 to the Request for Proposals for the Archie Briggs Forest Health and Fuels Reduction Project issued by the Bend Park and Recreation District in coordination with the City of Bend, Oregon. The addendum provides critical clarifications and updates to the original RFP documentation. Key updates include confirmation that contractors are not required to maintain full insurance coverage ($2M/$4M) at contract signing but must obtain and provide proof of all required insurance prior to commencing work. The project includes specific weight restrictions for equipment, with a 7-ton maximum weight limit on the Drainage Relief Trail, which comprises a concrete pipe with casketed fittings; full-size log trucks are prohibited on this section. A detailed tree count has been provided: 53 Ponderosa trees, 118 Juniper trees, and 18 standing dead trees, totaling 189 trees for removal. The project area has been revised to 21 acres based on updated measurements, though the project map remains unchanged. Proposers must use the revised Attachment D – Price Proposal (Version 3) reflecting the corrected acreage when submitting pricing proposals.

The addendum emphasizes that proposers must demonstrate their ability and intent to obtain required insurance coverage as part of the evaluation criteria, with encouragement to consult with insurance providers before proposal submission to confirm capability of meeting insurance requirements. All proposers are required to reference the original RFP regarding requests for clarification, changes, or protests related to this addendum, and must comply with all applicable deadlines. Failure to respond to addendum requirements may result in proposal rejection. The document was issued by JoAnna Edwards, Business Analyst at the Bend Park and Recreation District, on November 26, 2025.

ADDENDUM 2

to

Archie Briggs Forest Health and Fuels Reduction Project

This Addendum modifies the RFP documents only to the extent indicated below. All other areas not changed or otherwise modified by this Addendum shall remain in full force and effect. This Addendum is hereby made an integral part of the RFP. Proposers must be responsive to any requirements of this Addendum as if the requirements were set forth in the RFP. Failure to do so may result in Proposal rejection. Proposers must reference the RFP regarding requests for clarification, change, or protest of this Addendum, and applicable deadlines.

CLARIFICATIONS:

Q1: Does the vendor need to have the $2M/$4M insurance at the time of signing the contract?

A1: No. The selected contractor is not required to have the full $2M/$4M insurance coverage in place at the time the contract is signed. As part of the evaluation criteria, proposers must acknowledge their ability and intent to obtain the required insurance. However, the contractor must secure and provide proof of all required insurance prior to the start of any work under the contract. We strongly encourage all proposers to consult with their insurance provider before submitting a proposal to confirm that they can meet the insurance requirements.

Q2: What is the weight limit for the trail?

A2: Tumalo Irrigation District says to not go over 7 tons for weight on the DRT. It is a concrete pipe with casketed fittings. He said that if they have a goose neck trailer with log cribs and a one ton truck they should be fine. But he does not want full-size log trucks on the pipe going up and down the trail.

Q3: Can you provide a tree count for the project?

A3: The in house Natural Resources crew did a tree count for the project. These are not absolute numbers but a very good estimate.

Ponderosa Juniper Standing Dead Total 53 118 18 189

Revised Attachment D – Price Proposal

As part of the tree count work, our team identified that the acreage listed in the original RFP and Addendum 1 was inaccurate. While the project map remains unchanged, updated measurements confirm that the total project area is 21 acres. A revised Attachment D – Price Proposal (Version 3) reflecting the correct acreage has been issued. Proposers must use this updated form when submitting pricing as part of their Proposal.
