BASIS FOR AWARD:

Each Offeror’s proposal will be evaluated utilizing the Best Value Tradeoff process. The Government may award a contract to a higher priced offeror if the higher priced proposal offers more value to the Government than a lower priced proposal. If a higher rated proposal is a lower price than any other proposals, a trade-off analysis will not be conducted. As part of the best value determination, the relative strengths, weaknesses, and deficiencies of each proposal will be considered in selecting the offer that represents the best overall value to the Government.

All evaluation factors other than price, when combined, are slightly more important than price. Factor 1:

Technical/Management Approach is the most important factor. Factor 2: Past Performance/Experience is less important than Factor 1. Factor 3: Price is approximately equal in importance to Factor 1.

To receive consideration for award, a rating of no less than 'Acceptable' must be achieved for Technical Approach. A rating of no less than ‘Satisfactory Confidence’ must be achieved for Past Performance. A ‘Neutral Confidence’ rating is also acceptable if no recent, or relevant performance record is available.

The proposed price will be evaluated for fairness and reasonableness. The Government reserves the right to award without discussions/negotiations.

EVALUATION FACTORS:

a. Technical/Management Approach – Factor 1 - Most Important

Offeror shall describe their ability and technical approach for performing each task as described in the PWS. The Offeror shall show how they will meet the intent of the scope within the period of performance in the PWS. The offeror shall produce a detailed schedule tied to their technical approach demonstrating their ability to complete tasks in a timely and reasonable manner. Approaches that demonstrate greater knowledge of Army technical guidelines and details will receive greater consideration.

Based on the evaluation, the Government will assign a technical rating in accordance with the Table below:

- 3 -

Combined Technical/Risk Ratings

Rating Description

Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements and/or risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies. Proposal is un-awardable.

b. Past Performance/Experience – Factor 2 - Less important than Factor 1.

The Government will review the Past Performance/Experience in the Offeror’s proposal for compliance with the RFP. The Government will evaluate the relevancy of Offeror’s Past Performance/Experience as follows:

The offeror shall provide a maximum of 3 recent projects identifying relevant experience with providing similar services as outlined in the attached PWS. The offeror shall submit a maximum of 3 Past Performance Questionnaires (PPQs). PPQs will only be considered for projects similar in scope and magnitude that are either ongoing or completed no more than 3 years from the issue date of this RFP.

The Government may also use other available sources to evaluate past performance. These sources include, but are not limited to, the Contractor Performance Assessment Reporting System (CPARS) or other databases, interviews with Program Managers, and interviews with Contracting Officers.

The following Relevancy and Confidence ratings will be used in the evaluation of the contractors past performance.
