About this file
This document contains a set of questions and answers related to a Request for Proposal (RFP) for an Environmental Data Management System (EDMS) for the U.S. Army Environmental Command (USAEC).
The EDMS will be used at Joint Base Lewis-McChord, Fort Hunter Liggett, and Yakima Training Center to enable USAEC to provide water testing results to stakeholders and decision-makers in a transparent and collaborative environment. The anticipated contract value is between $1,000,000 and $5,000,000. The government anticipates requiring 1-2 FTEs per site for the professional services. The RFP includes requirements for the EDMS to have GIS functionality, real-time querying, and live map generation. The EDMS system is required to be ready for use within 20 business days of contract award. Responses to the RFP are due on September 23, 2024. The NAICS code selected is 541620 - Environmental Consulting Services.

Request for Proposal Contractor Questions Question Number
RFP, PWS, or Attachment Reference Contractor Question Government Response
1.1 General
Is this a new or existing contract? If existing, Who is the incumbent and What is the contract number, contract value?
This is a new requirement. However, a portion of this requirement has been perfrormed under Contract W912DY23C0028 by Environmental Synectics Inc.
1.2 General What is the anticipated contract value of this opportunity?
The total value of the resultant contract is anticipated to be between $1,000,000.00 and $5,000,000.00
1.3 General
What is the estimated level of effort? Does this opportunity require 6 FTEs or more than that?
The Government anticipates approximately 1-2 FTEs per site would be required for the professional services requirement
2.1 PWS General Objective
What EDMS system is currently in use? A current EDMS system is not being used to support Joint Base Lewis-McChord or Fort Hunter Ligget.
An EDMS system developed by Environmental Synectics is currently being used in support of Yakima Training Center.
2.2 PWS Page 3 Section 4
What is in the RFP that is not already available in the current system? Nothing is in the RFP that is not already available in the system currently used at Yakima Training
Center
2.3 PWS Page 3 Section 4
Based upon Page 3, Section 4 - Technical Requirements of the PWS, "The system will be ready for use by the USAEC within 10 business days of contract award and NTP." This statement would appear to indicate that there is a system already available and has been approved as satisfactory for USAEC as that tight timeframe after Task Order award to get an EDMS system up and running is not sufficient for a new system or for a potential consultant to meet with the USAEC, understand needs or Key Performance Indicator metrics of the EDMS and then develop/configure, test and go live within 10 business days. It seems that this opportunity may be better suited for a sole-source award justification. This is a time frame that has been executed previously. However, in lieu of this question the
Government has provided a revised PWS that would allow for system acceptance within 20 business days.
2.4 PWS Page 5 Section 5.1
Based upon the short duration of time after award to have the system up and running (10 business days) is the USAEC confident that the historic and existing field data stated in Section 5.2 of the PWS is of sufficient quality to import into the EDMS in an efficient manner? If there has not been a standardization requirement for past lab EDDs, field sampling data collection, and geospatial deliverables, then meeting the 10 day requirements to include all of the objectives requested in this PWS is not achievable.
This is a time frame that has been executed previously. However, in lieu of this question the Government has provided a revised PWS that would allow for system acceptance within 20 business days.
2.5 PWS Page 6 Section 5.2
Other than the 7th bullet in Section 4 and a sentence within the first paragraph of Section 5.2 of the PWS, there is a statement, " ...view data using Google Earth or some other commercially available mapping application." How important is the data visualization tool of the desired EDMS? It appears from the technical requirements that the USAEC is really just looking for a database system with features that allow for data queries, but have limited GIS or data visualization functionality. Please confirm.
Managing data with known quality and being able to query that data is the priority. However, the ability to view this data in accordance with section 5.2 of the PWS "using Google Earth or some other commercially available mapping application," and in accordance with section 4 of the PWS "GIS functionality, real time querying and live map generation must be available in the portal" is a required functionality.
2.6 RFP Page 6 - Questions and Proposal Submission
To adequately respond to the RFP once you have provided answers to all questions, can you adjust the response due date to be two weeks after you provide your responses to all questions?
The Govenrment cannot extend the due date 2 weeks as this requirement is year-end sensitive.
However, the Government can accommodate an extension to 23 September 2024.
2.7 RFP Page 1 - Opening Paragraph
Would it be possible to change the NAICS code to a code that is more representative of software as a service or software development?
The NAICS was selected because of the environemntal professional support required. The Government views the EDMS requirement as a tool used in conjunction with and in support of the environmental professional support services.
