About this file
This RFP document from the Town of Killingly, Connecticut, solicits sealed proposals from qualified suppliers for the purchase and delivery of four submersible sump pumps for wastewater applications at 31 Wauregan Road. The procurement specifies three units rated at approximately 485 GPM and 46 feet of head, plus one unit capable of exceeding 50 feet of head, with all pumps required to be 3 HP, 460 volt, 3-phase equipment featuring 4-inch flanged horizontal discharge and minimum 20-foot cord length, including power cords, seal failure sensors, and manufacturer-provided accessories. The base equipment specification references a Goulds 4SD52H2BA or approved equal. Sealed proposals must be received by 10:00 AM on Monday, June 22, 2026, at the Office of the Town Engineer, Killingly Town Hall, 172 Main Street, with public opening and reading of bids immediately following the deadline. The vendor question and answer period runs from May 14, 2026 at 12:30 PM EDT through June 12, 2026 at 12:30 PM EDT. The initial contract term is 150 consecutive calendar days commencing on the first day following full execution of the contract, with delivery required within 90 to 120 calendar days coordinated 48 hours in advance with Town personnel.
Bidders must submit lump sum pricing covering all submersible sump pump costs, associated components, and delivery costs including freight, handling, and offloading coordination. Vendors must demonstrate a minimum of three years' experience supplying industrial-grade submersible pumps and provide evidence of at least three comparable municipal or utility pump supply contracts completed within the past five years, supported by three professional references. The procurement requires proof of general liability insurance, automobile liability insurance, and workers' compensation insurance, along with a notarized Non-Collusion Affidavit signed by an authorized company officer. All equipment shall be new, factory-tested, and include a minimum one-year manufacturer's warranty from date of delivery covering material and manufacturing defects. Liquidated damages of $150 per calendar day apply for delivery delays beyond the agreed-upon date. There are no designated set-asides or restrictions on the types of organizations that can respond. The Town of Killingly reserves the right to reject any or all bids and to award the contract to the lowest responsible and qualified bidder.
