About this file
This addendum to the Town of Killingly, Connecticut's Submersible Sump Pumps solicitation clarifies pump specifications and introduces an acceptable alternate equipment option for the procurement. The Town seeks four submersible sump pumps for wastewater applications at 31 Wauregan Road, with three units specified at approximately 485 GPM and 46 feet of head capacity, and one unit capable of exceeding 50 feet of head. All pumps must be rated at 3 HP, 460 volt, 3-phase with 4-inch flanged horizontal discharge and minimum 20-foot cord lengths. The primary specification references a Goulds 4SD52H2BA or approved equal, with the addendum introducing the Franklin Electric 3NC-346P3-184 non-clog pump as an acceptable alternate, featuring 3 HP, 460V, 3-phase operation, 475 GPM maximum flow at approximately 9 feet of head, and 50 feet maximum head capacity with seal leak probe functionality. All equipment must be new, unused, and factory-tested with clear manufacturer labeling including model number, electrical rating, and performance data. Sealed proposals remain due by 10:00 AM on Monday, June 22, 2026, at the Town Engineer's Office, with the contract term commencing 150 consecutive calendar days following full execution and liquidated damages of $150 per calendar day for delivery delays beyond the agreed-upon timeframe of 90 to 120 calendar days.
The procurement specifies lump sum pricing covering all submersible sump pump costs, associated components, and delivery costs including freight, handling, and offloading coordination. Bidders must provide evidence of minimum three years' experience supplying industrial-grade submersible pumps and documentation of at least three comparable municipal or utility pump supply contracts completed within the past five years with three professional references. Required documentation includes proof of general liability insurance, automobile liability insurance, workers' compensation insurance, and a notarized Non-Collusion Affidavit signed by an authorized company officer. All equipment shall include a minimum one-year manufacturer's warranty from date of delivery covering material and manufacturing defects, with delivery coordinated 48 hours in advance with Town personnel. No set-asides or vendor restrictions are designated for this procurement, and the Town reserves the right to reject any or all bids and award the contract to the lowest responsible and qualified bidder. Questions may be directed to David Capacchione, Town Engineer, at 860-779-5360 or dcapacchione@killinglyct.gov, with the vendor question and answer period running through June 12, 2026.
