COMBINED SYNOPSIS/SOLICITATION FOR TECHNICAL & MEDICAL STAFFING SUPPORT SERVICES

Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only synopsis and solicitation. This combined synopsis/solicitation is a "request for proposal (RFP)." Proposals are being requested and no other solicitation document will be issued.
The Office of the Assistant Secretary for Preparedness and Response (ASPR), a public health preparedness and emergency response organization, in the Office of the Secretary at the United States Department of Health and Human Services (HHS) is seeking Professional Technical and Medical Staffing Support Services. These services are being requested for a period of performance as follows:
Base – 12 months Option Period I – 12 months Option Period II – 12 months
Pursuant to FAR Clause 52.217-8 Option to Extend Services and FAR 52.217-9 Option to Extend the Term of the Contract, the Government may, by unilateral contract modification, require the Offeror to perform the Option Period (s) specified in this solicitation. If the Government exercises these options(s), notice must be given before the expiration date of the contract. Specific information regarding the time frame for this notice is set forth in the OPTION PROVISION of this solicitation.
As a result of this solicitation the Government anticipates awarding a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract as contemplated by FAR 16.504. The total minimum of services will be $2,500, not to exceed a maximum contract ceiling to be determined at time of award.
The Government will issue Firm Fixed Priced (FFP) and Labor Hour (LH) Task Orders based on the work described in Attachment 2 and Attachment 6 of this solicitation. Upon delivery and acceptance of the item(s) described in each Task Order, the Government shall pay to the Offeror the unit price(s) set forth in the contract pricing, Attachment 1.
This solicitation is issued as a total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990, with a small business size standard of $16.5M.
Submission Instructions
FAR 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. In addition, the Offeror shall include a cover page to include RFP title, solicitation number, name of organization, address, and point of contact with phone number and email address, DUNS No., identification of the proposal part, and indicate whether the proposal is an original or a copy. All proposal parts (Technical Proposal and Business Proposal) must begin with a Cover Page and must be signed by an official authorized to bind your organization and must stipulate that it is predicated upon all the terms and conditions of this solicitation. Proposals shall be typewritten, paginated, reproduced on letter size paper and shall be legible in all required copies.
Written proposals shall be submitted in two (2) distinct Parts respectively labeled as "Part I – Technical Proposal" and, "Part II – Business/Price Proposal", and submitted as two distinct, clearly labeled electronic files. Each proposal Part shall be further divided into sections as described below. Proposals shall not merely paraphrase the requirements of the SOW or

Offerors’ proposals shall include a detailed description of the techniques and procedures to be used in achieving the proposed end results in compliance with the requirements of the SOW.
Part I – Technical Proposal shall include the following factors:
Factor 1: Technical and Management Plan Factor 2: Key Personnel Factor 3: Past Performance
Part II – Business/Price Proposal shall include Attachments 5, 8 and the following factors:
Factor 4: Price/Cost
Contractors shall adhere to the page limitations stipulated below. Pages in excess of the stated limitations will not be forwarded to the evaluation team for review and could possibly impact the overall ratings received. Cover pages, indexes and table of contents will not count against the page limitation. Resumes are also not included in the total page count but shall not exceed 2 pages per individual when required. There is no page limitation for the Price Factor. However, the price proposal shall only include the information as per the instructions contained in the Basis for Award section of this solicitation. The following additional restrictions apply: (1) Each paragraph shall be separated by at least one blank line.
(2) A standard, 12-point minimum font size applies. (3) New Times Roman fonts are required. (4) Tables and illustrations may use a reduced font size not less than 8-point and may be landscape.
Proposal Part Page Count
Part I – Technical Proposal: NTE 40 pages, excluding resumes, covers, title pages and table of contents and supporting documentation.
Part II – Business/Price Proposal: NTE 10 pages, excluding covers, title pages and table of contents.
The proposal shall be received as Adobe PDF, MS Word, Microsoft Excel, and Microsoft Project 2007 (as appropriate) via electronic mail (e-mail). Electronic mail proposal submissions shall be sent to the Contracting Personnel as noted below.
All preproposal questions for this synopsis/solicitation shall be submitted via electronic mail (e-mail) ONLY and are due no later than 4:00PM ET on Thursday, 11 February 2021. Please submit using the subject line “Industry Questions for ASPR Professional Technical and Medical Support Services.” Any questions received after the due date will not be acknowledged. All proposals received timely will be considered by the agency. Proposals are due no later than 12:00PM ET on Friday, 5 March 2021. Basis for Award and Evaluation Criteria
Any award to be made will be based upon the best value and made to the offeror whose offer, conforming to the solicitation, will be the most advantageous to the Government, price and other factors considered. Award will be made to the proposal that is determined to be the most beneficial to the Government using a tradeoff source selection process, with appropriate consideration given to the following four (4) evaluation factors:
Factor 1: Technical and Management Plan Factor 2: Key Personnel Factor 3: Past Performance Factor 4: Price/Cost
Offerors are cautioned that an award may not necessarily be made to the lowest price offeror. However, if non-price factors are evaluated as comparatively equal between two or more offerors, price may become a determinative factor. The Government intends to evaluate offers and award a contract without discussion with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer (CO) to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
All evaluation factors and significant sub-factors that will affect contract award and their relative importance are stated below. For this acquisition, the following considerations will be part of the trade-off process. The government will make award to the responsible Offeror(s) whose offer conforms to the requirements stated in the RFP, has no deficiencies, and is most advantageous to the government, cost or price and other factors considered. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Non-price evaluation criteria are listed in order of importance as follows:

Factor 1 – Technical Approach and Management Plan Sub Factor 1A – Managerial Capabilities Offerors shall describe their ability to successfully manage all performance and delivery requirements defined in the statement of work throughout contract performance. At a minimum this must include:
1. Describe its current management structure and its ability to manage all performance requirements under this requirement

2. Demonstrate its ability and the value of its proposed Labor Mix in response to the Draft Requests for Task Order Proposal (RTOP’s) – See Attachment 6
3. Demonstrate its ability and value of its proposed response capability for mission critical and/or No-notice requests/events while maintaining high-quality continuous operations and customer service:
a. No-Notice requests/events are of an emergency nature, and per the definition of an emergency, do not afford the Government any ability to provide advance notice
4. Demonstrate its ability and proficiency in maintaining quality accounting practices, management of routine and new requirements, including but not limited to:
a. Labor utilization summaries
b. Overhead and G&A expense tracking
c. Documentation and information management
d. Scheduling
e. Routine and ad hoc reporting
5. Describe teaming arrangements and demonstrate the ability to fulfill requirements
a. Provide signed teaming agreements
b. Describe the working relationship between the offeror and noted partners/subcontractors (e.g., Mentor-
Protégé, etc.)
c. Describe the labor categories that teaming partners/subcontractors will provide primary support
Sub-Factor 1B – Recruitment and Retention Offerors shall describe their ability to successfully recruit and retain all required labor categories as defined in the SOW throughout contract performance. At a minimum this must include:
1. A description or demonstration of their approach and ability to recruit and retain personnel, including Key Personnel, in all areas needed as defined in the statement of work and/or utilizing corporate reach back to obtain necessary staffing when requested.
a. Key Personnel are the Senior Contractor Program Manager (S-CPM) and Contractor Program Manager
(CPM)
b. The Government estimates one (1) S-CPM per awardee and one (1) CPM per Task Order award
i. Offerors may propose additional Key Personnel at its discretion, but must support through description and/or demonstration in the Technical Proposal how additional Key Personnel and related costs (within the Business Proposal) provides added value to the Government
2. A description or demonstration of its personnel’s availability, qualifications, education and competence as part of its proposed Labor Mix in response to the Draft RTOPs.
3. Explanation of the role and responsibilities of its Sub-Offerors, Teaming Partners, and Consultants that will support recruitment and retention of personnel under this requirement.
Sub-Factor 1C – Risk Management and Quality Control
1. Demonstrate the ability to establish and continuously maintain a risk management approach and demonstrates the ability to collaborate with HHS SMEs and other Government Officials as needed for proactive risk management.
2. Demonstrate the ability to continuously assess, identify, and address risks in real-time related to support personnel related to all requirements as stated in the SOW.
Sub-Factor 1D – Transition Plan Offerors shall describe their plan for transitioning to a new contract including the following:
1. Demonstrate the ability to meet all transition requirements as stated in the SOW
2. Demonstrate the ability to account for training staff, price/cost control, program management, corporate practices, etc.
3. Demonstrate the ability to complete and maintain active Task Orders without transition efforts negatively impacting ongoing work
Factor 2 – Key Personnel
1. The quality of the proposed project key personnel, and the extent to which the personnel have the appropriate qualifications, competencies, and experience to perform the services.

2. All S-CPMs must have at least five (5) or more years of senior leadership and program/portfolio manager experience or similar work experience. An undergraduate degree in a related field is required for this position, but a graduate degree or above in a related field is preferred. No special consideration will be afforded S-CPM candidates maintaining a Program Manager Institute (PMI) certification. The USG values proven work experience managing complex projects, programs, and portfolios above independent for-cost past/fail certifications.
3. All CPMs must have at least five (5) or more years of leading programs with program manager experience. An undergraduate degree in a related field is required for this position, but a graduate degree or above in a related field is preferred. No special consideration will be afforded CPM candidates maintaining a Program Manager Institute (PMI) certification. The USG values proven work experience managing complex projects, programs, and portfolios above independent for-cost past/fail certifications.
Overall Adjectival Evaluation Ratings for Factors 1 and 2 Offeror for Factors 1 and 2 will be evaluated and issued an overall rating using the following adjectival ratings listed below:

Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple significant strengths, no weaknesses, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains multiple strengths, few and/or no weaknesses, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, with at least one strength, and risk of unsuccessful performance moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable.
Proposal is un-awardable.
Factor 3 – Past Performance The Offeror shall provide a past performance questionnaire or if the ratings are in CPARS, the Government will use the CPARS ratings and a past performance questionnaire will not be required. The Offeror shall demonstrate its past performance on directly related or similar contracts held within the last five (5) out of seven (7) years from the date of the solicitation which are similar scope, magnitude and complexity to that which is detailed in the SOW.
The Offeror shall provide no more than three (3) past performance questionnaires, any additional past performance examples submitted will not be evaluated.
In determining the rating for the past performance evaluation factor, the Government will give greater consideration to the contracts which are most relevant to the SOW. There will be three (3) aspects to past performance:
1. Relevancy (similar in scope, complexity and dollar value of previous contracts)
2. Recency (recent similar contracts within the last five (5) out of seven (7) years) and
3. Quality (previous past performance ratings)
The Government reserves the right to obtain information or use in the evaluation of past performance from any and all sources. In the case of an Offeror who does not have past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance, therefore will be rated by default for Technical Factor 3 – Past Performance as Neutral.

NOTE: See Attachment 4 – Past Performance Questionnaire. This questionnaire must be completed by offeror’s references and submitted not later than the solicitation closing date and time.
Factor 4 – Price/Cost The government will evaluate the reasonableness of the Offeror’s proposed price per labor category. The Government will evaluate whether the Offeror has completely and clearly addressed the proposed price for the base period and all options.
The Government may determine that a proposal is unacceptable if the proposed prices are significantly unbalanced.
The Government will also evaluate the Offeror’s proposed labor categories and hourly rate to determine that they are realistic for the work to be performed; reflect a clear understanding of the requirements; and are consistent with the unique methods of performance described in the Offeror’s technical proposal.
The Government will rate Factor 4 using the ratings below:
1. The proposed response to Draft Task Orders for Proposal (RTOPs) is complete and reasonable
2. The proposed labor mix in response to Draft RTOPs completely and clearly addresses all required support needed identified in all Draft RTOPs
3. The proposed costs or pricing is deemed fair and reasonable or the proposed costs or pricing not deemed fair and reasonable
Overall Adjectival Evaluation Rating for Factor 4 Offeror for Factor 4 will be evaluated and issued an overall rating using the following adjectival ratings listed below:

FAR 52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 5 days of contract expiration.

(a) The Government may extend the term of this contract by written notice to the Contractor within 5 days of contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months.
