Statement of Work (SOW) Professional Staffing Support for the Office of Biomedical Advanced Research and

Development Authority (BARDA)

SCOPE

The scope of this contract includes all tasks associated with providing support to the Assistant Secretary for Preparedness and Response (ASPR) Biomedical Advanced Research and Development Authority

(BARDA).

TASK AND SPECIFIC REQUIREMENTS

The contractor shall provide all labor, materials, and supervision to provide professional staffing services support for the ASPR/BARDA.

SUPPORT FOR BARDA

The contractor shall provide the following professional staffing services support to meet the requirements of BARDA. The contractor shall provide support onsite at a minimum during core office hours of 7:00AM to 3:00PM Eastern Time (ET) Monday through Friday, or as coordinated with the BARDA Technical Monitor (TM) or Contracting Officer’s Representative (COR). Background checks for Conflict of Interest(s), Organizational Conflict of Interest(s) (OCI), and ethics training for individuals filling these positions will be essential for all persons connected with the Program(s) to ensure that no real or perceived ethical conflicts exist.

SUPPORT POSITIONS

Program Manager (Onsite/Task Order)

The contractor shall provide a Program Manager to administer and supervise the furnished services for qualified/professional staffing support personnel. The Program Manager shall be capable of managing a large team of professionals in providing a wide range of services and managing assigned projects within scope and budget with little or no corporate guidance.

He/she is responsible for all aspects of program performance (i.e., technical, contractual, administrative, financial, etc.). He/she organizes and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, establishes, and maintains technical and management reports, oversees quality control, develops, and modifies project plans, and documents and resolves problems. The Program Manager provides leadership to the task order team, ensures conformance to performance requirements, and assists in the overall direction to all project level activities and personnel. The Program Manager shall be responsible for the daily supervision of each individual employed by the contractor on their respective Task Order(s).

Jr. Project Manager Independently, and not as an agent of the Government, the contractor shall exert its best effort to furnish all the necessary services and qualified personnel not otherwise provided by the Government under the terms of this contract as needed to perform the specific deliverables.

Overall Duties and Deliverables:

• Assist the Division Director and Deputy Director or their designee(s) in supporting the daily operations of the Division, with an emphasis on: a) meeting project/report deliverable deadlines; b) managing to completion assigned projects; and c) tracking deliverables, action items, and other requests and managing them to close-out.

Specific tasks associated with Jr. Project Manager supporting BARDA include but are not limited to:

• Develop and manage process for providing routine (weekly, monthly, etc.) and ‘one- time’ reports to senior Health and Human Services (HHS) leadership and others, including the following steps:

o Develop/modify templates.

o Identify and provide critical target dates to stakeholders.

o Collect data from multiple sources.

o Identify and resolve discrepancies between sources and other documents/reports.

o Prepare draft and final report(s), including formatting and document

Quality/Assurance (QA)/Quality Control (QC) for submission.

o Organize files, presentations, and other written communications/documents so they are readily accessible to respond to subsequent/future reporting requests.

o Work daily with Division Director and Deputy Director to identify and respond to requests for new information/reports with rapid turn-around times.

3 | Attachment 6_Task Order 1 o Develop and manage tracking sheets for tasks and other activities assigned to the Division Director and Deputy Director, and coordinate completion of the activities.

o Manage assigned meetings, including drafting agendas, handling logistics (invites, audio/video, etc.), taking meeting notes, and following up on action items to resolution.

o Review manuscripts, press articles, and other information sources and identify relevant information (generating a technical document/summary from the sources is not required).

o Prepare advanced PowerPoint slides for presentations, including generation of figures and tables from data, importing tables, etc.

o Utilize advance knowledge of Microsoft PowerPoint and Excel.

o Knowledge of influenza and/or product development of therapeutics, vaccines or diagnostics would be a plus but is not necessary.

o Conduct limited domestic travel if necessary.

Senior Business Consultant Independently, and not as an agent of the Government, the contractor shall exert its best effort to furnish all the necessary services and qualified personnel not otherwise provided by the Government under the terms of this contract as needed to perform the specific deliverables.

Provide integrated and systematic financial and budgetary support to the BARDA-OD.

Overall Duties and Responsibilities:

• Provide daily finance and budget support to BARDA-OD.

• Manage BARDA Spend Plan and report out to BARDA Executive Leadership as needed.

• Act as budget liaison for BARDA to OFPA and AMCG, and other Government offices

• Assist BARDA-OD with budget planning, administration, reconciliation, and closeout activities.

• Execute requisition entry into financial systems.

• Prepare, route, and track funding packages.

• Provide analysis and response for various data calls at all budget levels (portfolio, program, and project).

• Support BARDA Total Live Cycle Management efforts.

• Build finance reports, spreadsheets, dashboards, and analysis documents.

• Build executive level finance briefings.

Qualifications:

• Graduate degree in relevant field (business, finance, management); 6-8 years experience.

• Experience supporting Federal budget programs exceeding $500 million annually.

• Advanced knowledge of Government budget management policies and procedures.

• Advanced knowledge of Government contracting and procurement policies and procedures.

• Knowledge of Inter/Intra Agency Agreements (IAAs) and Other Transactional Authority

(OTAs).

• Advanced proficiency with Microsoft (MS) Excel.

• Advanced proficiency with all MS Office products and Adobe Acrobat.

Management Analysts

Independently, and not as an agent of the Government, the contractor shall exert its best effort to furnish all the necessary services and qualified personnel not otherwise provided by the Government under the terms of this contract as needed to perform the specific deliverables.

Overall Duties and Deliverables:

• Provide direct administrative support to assigned BARDA Program Division(s).

• Provide assistance in developing and maintaining programmatic records and daily briefing materials.

• Provide basic analysis and information reports.

• Serve as the day-to-day management resource for assigned BARDA Program Division(s).

Specific tasks associated with Management Analyst support include but are not limited to:

• Answer telephones, route calls, and take messages.

• Schedule and monitor the Director and staff’s calendars.

• Organize files and other written communications.

• Coordinate activities with direct reports and other staff.

• Take meeting notes and prepare correspondence for signature.

• Make travel arrangements and prepare travel vouchers.

• Coordinate special projects (examples of Special Projects are BARDA Industry Day and Tech

Watch) and white papers, reports, and briefings.

• Edit and update documents such as white papers, reports, staffing/hiring, management directives and policy.

• Provide meeting notes/minutes, action items and schedules of activities for Front Office personnel and groups

• Review and write executive correspondence and documents.

• Pick up and deliver mail to other parts of ASPR.

• Track/manage office supplies.

• Format documents, route, and track approvals.

• Be proficient with all MS Office products and Adobe Acrobat.

Sr. Analytical Consultant Independently, and not as an agent of the Government, the contractor shall exert its best effort to furnish all the necessary services and qualified personnel not otherwise provided by the Government under the terms of this contract as needed to perform required deliverables in keeping with the labor categories (LCATs) based requirements.

Overall Duties and Deliverables:

• Provide advanced analytical support to BARDA’s Division of Research, Innovation and Ventures (DRIVe).

• Provide experience working with and establishing new office support procedures, policies, and protocols.

• Have an interest in working in a fast-paced, dynamic, and innovative environment.

• Be motivated, self-starter who thrives in a rapidly evolving newly created team

• Require experience to include a Graduate degree in a relevant field (life sciences, engineering, MIS, etc.); 10+ years experience.

• Require excellent written and verbal communication skills.

• Be adept in utilizing office equipment and software.

Specific tasks associated with Sr. Analytical Consultant experience support include but are not limited to:

• Provide direct support to Government personnel with focus on DRIVe Division Director and staff.

• Provide support for both administrative and support services.

• Coordinate activities across DRIVe team, contractor personnel, and other staff.

• Review documents for DRIVe team.

• Manage schedules, answer phones, make appointments, reserve meeting space, and ensure printed materials are available as needed.

• Conduct action items for Government personnel.

• Facilitate issue resolution for day-to-day operations of team(s) as needed.

Sr. Business Associate Independently, and not as an agent of the Government, the contractor shall exert its best effort to furnish all the necessary services and qualified personnel not otherwise provided by the Government under the terms of this contract as needed to perform required deliverables in keeping with the LCATs based requirements.

Overall Duties and Deliverables:

• Provide direct support to Government and contract personnel within the DRIVe team.

• Bring best practices from Defense Advanced Research Projects Agency (DARPA) to DRIVe to enable rapid, effective, and efficient stand up of the new Division.

• Coordinate educational, informational, and cultural awareness activities across DRIVe focused on DARPA model and related learnings.

• Review and provide candid feedback on documents, processes, procedures, and ways of working for the DRIVe team.

• Form, participate in, or manage short-term specific tasks related to their area of expertise and/or leadership experience.

• Be on site to support DRIVe launch, network and lend an experienced eye to areas felt to be of potential concern.

• Facilitate issue resolution as requested.

Qualifications:

• Be a previous employee of DARPA or Intelligence Advanced Research Projects Activity (IARPA).

• Ability to assist in standing up a fast-paced, dynamic, and innovative new Division in

BARDA.

• Be a motivated, self-starter who thrives in a rapidly evolving newly created team.

• Possess excellent written, presentation and interpersonal communication skills.

• Ability to coach and mentor diverse team members.

• Possess in-depth experience in the roles and responsibilities of each of the following

DARPA functional components: Contracts Management Office (CMO), Strategic Resources Office, Program Office, Director/Deputy Director of DARPA.

Technical Consultant Independently, and not as an agent of the Government, the contractor shall exert its best effort to furnish all the necessary services and qualified personnel not otherwise provided by the Government under the terms of this contract as needed to perform required deliverables in keeping with the LCATs based requirements.

Overall Duties and Deliverables:

• Provide technical expertise, program, contract management and acquisition support to BARDA’s execution of multiple research and development programs.

• Develop program plans, strategies and budgets.

• Analyze and evaluate programs, proposals and plans, and program metrics to identify improvements.

• Assist with the design, procurement, and execution of programs in support of the Government

Program Director(s). Coordinate with potential user communities and their needs, emerging industrial and academic capabilities, and provide guidance on the integration of products from related technology programs.

• Identify and review emerging requirements and opportunities for transition of selected technology programs.

• Coordinate efforts among Government Program Director(s) and other Government stakeholders;

and organize information associated with product development and transition of projects into advanced development.

• Identify, evaluate, and accelerate innovative projects to advance BARDA’s initiatives.

• Perform project and program portfolio management oversight to ensure all critical elements are addressed, including monitoring project and program activities, milestones, budget execution, and performer progress.

Qualifications:

• Provides subject matter expertise and leads design and development efforts for subject matter area. Develops plans, strategies, programs and budgets. Analyzes and evaluates programs and provides metrics for improvement.

• Possess PMP Certification or equivalent is beneficial.

• Prior experience working with innovative Government institutions (e.g., DARPA, IARPA) or

Biopharmaceutical industry experience is considered beneficial. Experience leading early stage research and development projects and teams.

• Possess knowledge and experience in one or more of the following subject areas is desired:

sepsis, diagnostics, microbiology, systems biology, infectious disease, medical countermeasure and/or pharmaceutical research and development.

• A well-rounded, flexible, and energetic scientist/technologist is critical for this position.

• Possess an excellent written and verbal communication skills including experience with unstructured verbal interactions, briefings, and meeting moderation.

• Intellectually curious, creative thinker who can conceptualize research directions, analyze trends, and help develop justifications for new research and development investments.

• Possess demonstrated experience providing scientific advice to government Program Director(s).

• Possess demonstrated experience in assisting with coordinating potential research collaborations with other Federal government agencies, industry, and international organizations.

• Ability to analyze, summarize, and communicate the intellectual content of scientific and technological information to both scientific and lay audiences quickly and effectively.

Researcher/Epidemiologist/Biostatistician III To provide an integrated and systematic approach to the development of the necessary vaccines, drugs, therapies, and diagnostic tools for public health medical emergencies, BARDA’s Division of Clinical Development (DCD) is seeking a Statistical Programming SME to support BARDA’s statisticians.

Overall Duties and Responsibilities:

The statistical programmer will provide services including but not limited to:

• Data cleaning,

• Data transfers,

• Data quality control,

• Data integration and validation,

• Data analysis and report package preparation,

• Statistical simulation,

• Statistical toolbox for advanced data modelling, tabulation, and visualization, and

• In addition, this position will provide ad hoc statistical support to BARDA projects under the guidance of BARDA statisticians.

Qualifications:

• Possess MS degree in Computer Science, Statistics, or related fields.

• Possess extensive knowledge and experience in clinical trials and epidemiological research.

• Have at least five (5) years of statistical programming experience with strong programming skills in SAS, R, and other statistical software.

• Possess extensive knowledge of the Federal Drug Administration (FDA)/International Conference on Harmonization (ICH) guidelines and Clinical Data Interchange Standards Consortium (CDISC) data standards preferred.

PERFORMANCE/DELIVERY PERIOD

The period of performance is 12 months from the effective date of task order award.

PLACE/LOCATION OF PERFORMANCE/DELIVERY

The Contractor shall provide onsite support at a minimum during core office hours of 7:00AM to 3:00PM ET Monday through Friday. The contractor is responsible for ensuring all contractors do not exceed the max allowable hours (160 hours) within a billing period (one month). Any hours invoiced exceeding this amount will not be reimbursed by the Government. Hours may be flexed within a billing period to support the mission during non-traditional hours, but requires advanced approval by the BARDA TM or COR, but total hours cannot exceed the max allowable hours for a billing period.

This Task Order may require performance outside of traditional hours during an emergency response.

During these times of emergency response contractors are required to perform per the direction of the TM, COR, or Contracting Officer (CO). Advanced written approval by the TM or COR and approval by the CO in the form of a COA is required if a contractor is to exceed the max allowable hours for a billing period, otherwise the Government will not reimburse the contactor for any hours billed exceeding the max allowed within a billing period.

GOVERNMENT FURNISHED PROPERTY

Contractors as part of being provided workspace at the Governments location will be issued a standard Government Furnished Equipment (GFE) package that includes and is limited to:

• HHS contractor ID badge,

• One (1) Laptop,

• One (1) wireless keyboard and one (1) wireless computer mouse,

• One (1) computer monitor,

• One (1) mobile phone,

• One (1) Encrypted External Hard drive (EEHD), and

• Access to Government systems as required for performance.

The contractor during performance is responsible for all GFE issued and must report to the COR immediately if any GFE is lost, damaged, or destroyed. All contractor working documents must be stored and maintained on the EEHD, failure to do so will be considered a critical failure to perform and may result in immediate removal from contract.

SECURITY AND BUILDING ACCESS REQUIREMENTS

All contractors must undergo HHS Onboarding, which is coordinated by the BARDA COR and BARDA Administrative Officer (AO). HHS Onboarding requires a background investigation, finger printing, web-based government training, and web-based clearance forms and applications to be completed by the applicant per direction of the BARDA COR, AO, and HHS Security Office.

Most notices are issued electronically via email to the applicants personal or business email listed on their resume/curriculum vitae (CV), but are sometimes incorrectly flagged as spam/junk, therefore it is the responsibility of the Operations Program Manager (OPM)/Contractor’s Program Manager to ensure the applicant understands this and checks for all notices to ensure they are received and completed in a timely manner. All Onboarding actions are time sensitive and must be completed in-keeping with all posted due-by dates, failure to do so will further delay Onboarding.

The HHS Onboarding process on average takes between 45-60 days (60-90 days for Foreign Nationals), therefore the OPM is required to take this time into account to ensure the contractor completes all Onboarding tasks timely, and when providing the BARDA COR an estimated contractor performance start date.

The Onboarding process is as follows:

1. Contractor submits his/her applicant to the BARDA COR or TM and CO/CS including the applicants current resume and/or CV.

2. The Government reviews resumes and may request a Meet-and-Greet

a. The Government does not interview contractor applicants and Meet-and-Greets must not be labeled, titled, or referred to as interviews in any part by the contractor.

b. If accepted, a Meet-and-Greet can be via telecom, video conference, or in person and are coordinated by the OPM with the BARDA TM, COR and CO/CS.

c. If the contractor decides the candidate is no longer being considered, the contractor must submit alternate candidates for consideration when available.

3. If the contractor accepts the candidate, the BARDA TM or COR will notify the OPM and the contractor is required to perform a Conflict of Interest (COI) and Organizational Conflict of Interest (OCI) check and provide confirmation to the BARDA COR of the following:

a. There are no known or perceived COI and/or OCI items.

b. There are known or perceived COI and/or OCI items.

1) Regardless if COI/OCI items are found or not, the contractor is required to conduct continuous COI/OCI monitoring of all its employees contracted to support BARDA throughout performance of this contract and is to report any perceived or known

COI/OCI items to the BARDA COR immediately once identified with its mitigation plan to address for the Government’s review and consideration.

c. If there are COI/OCI items identified, the contractor’s submitted mitigation plan is submitted to the BARDA COR for review. The BARDA Program Office Director, or his/her designee, will review all COI/OIC mitigation plans and either accept or reject them.

d. The BARDA COR will notify the OPM if a submitted COI/OCI mitigation plan is either accepted or rejected.

4. The BARDA COR will notify the OPM if a submitted COI/OCI mitigation plan is either accepted or rejected.

a. If rejected, the candidate is no longer to be considered by the contractor, and the contractor is to submit alternate candidates.

b. If accepted, the OPM is to provide notice to the BARDA COR with the following:

1) Confirmation the applicant has accepted the contractor’s offer and/or tentative offer to hire.

2) Applicant’s signed COI/OCI mitigation plan, if applicable.

3) Applicant’s resume/CV including all HHS Contractor Resume Security Requirements

(see Appendix 2)

4) Any resume submitted not meeting all HHS Contractor Resume Security Requirements will be rejected and may result in further onboarding delays.

5. Once all required items for Onboarding are submitted to the BARDA COR by the OPM, the

BARDA COR will issue notice to the BARDA AO to start Onboarding.

During the Onboarding process if there are any issues or changes that impact the selected contractor from completing Onboarding, the OPM will immediately notify the BARDA COR and/or BARDA AO.

CONTRATOR SELF-IDENTIFICATION AND SPEAKING ENGAGEMENTS

All contractors when communicating on behalf of the Government must clearly self-identify as a contractor in support of BARDA in the communication (e.g., email or networking at a conference, meeting, or event). Additionally, if a contractor is invited to speak/present at a meeting, conference, or event based on his/her role as a contractor in support of BARDA the OPM must adhere to the following:

1. Provide notice to the BARDA TM and COR of the request or invitation for the contractor to present or speak for review and approval.

a. A request to present or speak can be from both an external (private industry) or internal (Government, which includes other HHS and ASPR offices) source.

2. If approved, the contractor is required to use the BARDA Microsoft PowerPoint template and clearly identify his/herself as a contractor in support of BARDA.

a. All contractor presentations on behalf of BARDA must be submitted to the BARDA TM and COR for review and approval prior to use.

b. Additionally, the BARDA Director of Innovation and Strategy, or his/her designee, must

3. If approved, the BARDA COR will notify the OPM and the contractor can proceed with the engagement.

If a contractor is invited to speak at a conference, meeting, or event based on their professional status or based on their employment status with the contractor, and it is unrelated to the contractor’s role and support of BARDA and will make no reference to any BARDA work, past or present, the contractor is to seek approval from their employer and direction on how to proceed. If approved, the contractor is required to provide their BARDA TM and COR notice of the engagement only as it relates to ensuring their performance under the Task Order is not put at risk and the required use of Paid Time Off (PTO) or Annual Leave is accounted for.

The Government will not pay for or reimburse any costs, including labor hours or travel (local, CONUS, or OCONUS) related to a contractor speaking at a conference, meeting, or event that is unrelated to their role as a contractor supporting BARDA as these costs are the responsibility of the contractor to account for.

Contractor Business Cards The Government will not provide contractors with business cards nor will it reimburse for the cost of business cards being issued to contractors. A business card, if issued to any contractors performing under this Task Order, must clearly identify the person as a contractor in support of BARDA on the business card.

TELEWORK

By default all BARDA contractors are approved for an Ad Hoc Telework agreement as a part of Onboarding, but all contractor personnel require advance written approval from the BARDA TM, COR and/or CO/CS. Telework, while an option for performance, is not guaranteed, and per BARDA’s direction can be limited or deemed non-value added based on performance needs at any time.

Telework performance requires all contractor personnel to be ‘Telework Ready’, which requires use of a government laptop, government cell phone (if applicable), and use of HHS/Office of the Secretary(OS)/ASPR secure Virtual Private Network (VPN) tools. It is the responsibility of all contractor personnel to ensure they are Telework Ready prior to the start of and throughout any telework performance, otherwise telework is not allowable.

OTHER DIRECT COSTS (ODCs) ODCs may be incurred under this Task Order. The contractor can request for use of ODCs but must submit its request to the BARDA COR and CO in writing prior to use of ODC funding. Once approved by the BARDA COR and CO, approval will be issued to the contractor by the CO in the form of a COA or contract modification. ODCs incurred without prior approval from the BARDA COR and/or CO/CS is at the contractor’s own risk and the Government is not obligated to pay or reimburse the contractor.

Travel ODCs

Costs incurred for travel (transportation, lodging, subsistence, and incidental expenses), incurred in direct performance of this task order require advance written approval of the CO. All travel requests must be submitted complete, whole, and accurate (see Travel Approval Process below).

Only the CO is authorized to approve travel via a COA. Any travel executed without a COA will be considered unauthorized by the Government and no costs associated with said travel will be reimbursed by the Government and will be the sole expense and responsibility of the contractor.

All travel must adhere to all General Services Administration’s Federal Travel Regulations (FTR) and any additional HHS/OS/ASPR travel regulations, policies, and procedures. The contractor and/or contractor personnel are responsible for all travel expenses above and outside allowable travel costs per the FTR, and these expenses will not be reimbursed by the Government.

NOT TO EXCEED AMOUNT: $100,000

Travel Approval Process

1. Contractor submits travel request to contractor’s Program Manager

2. Contractor’s Program Manager confirms the travel includes a request from BARDA for contractor travel.

a. The travel request must include a written request (email is fine) from a BARDA Division Director, Branch Chief, TM, or the contracts COR requesting the contractor travel on behalf of BARDA on official government business. Any travel request that does not include this will be denied.

3. Contractor’s Program Manager confirms the contractor being requested to travel has completed any and all training required to travel on behalf of the Government

4. Contractor’s Program Manager confirms there are available Travel ODCs to cover the cost of travel.

5. Contractor’s Program Manager:

a. Prepare the travel cost estimate and submits the total package to the CO with a copy to the COR for review and approval.

b. Complete Domestic travel request and submit it for CO review a minimum of two (2) weeks prior to the start of travel; and

c. Complete International travel request and submit it for CO review a minimum of three

(3) weeks prior to the start of travel.

6. If approved, the CO will issue a COA to the Contractor’s Program Manager authorizing travel.

OVERTIME

Overtime is not permitted under this task order, however, in emergency situations the Government may require performance of services on Saturdays, Sundays, Federal and Office of Management and Budget recognized holidays that may exceed the total hours within a billing period (40 hours per work, 160 hours per month). In these situations, the contractor must request in advance and receive written approval from the BARDA COR and/or CO/CS for overtime, including a justification and estimated cost of hours. Upon review the CO will issue a contract modification and COA if the overtime request is approved.

All overtime is not permitted under this Task Order and any expenses exceeding the total hours allowed within a billing period without a COA will not be reimbursed by the Government.

2. OBJECTIVE

The objective is to acquire professional staffing support services for meeting the SIIM missions, daily functions, and partner engagement requirements. In supporting these activities, the contractor will provide independent product development, coordination with private sector partners, administrative tasks related to Division support and partnership engagement, exploration of tasks related to Risk based issues for the Healthcare and Public Health (HPH) Sector, identify and document ongoing and emerging issues related to the HPH Sector priorities, support response operations in informational product development during all levels of activation for training, operating procedures, situational awareness and decision making, and prepare a formal reporting of discussions related to program activities.

3. BACKGROUND

Protecting and building resilience into the critical infrastructure and key resources of the United States against all hazards-based scenarios is essential to the Nation's security, public health, safety, and economic vitality. Our vast infrastructure network includes thousands of essential facilities and plants, transportation networks and information technology systems. Widely dispersed throughout every geographic area in the country, these assets sustain our very way of life.

Risk management programs to strengthen and protect the Nation's critical infrastructure are mandated by Presidential Directive 21 and directly support the core priorities of the Department of Health and Human Services (DHHS), Critical Infrastructure Protection Program. The 2013 National Infrastructure Protection Plan (NIPP) provides an overall architecture for safeguarding the Nation's infrastructure. Its 16 supporting Sector-Specific Plans (SSPs) create a comprehensive risk management framework to establish national priorities, goals, and requirements to protect critical infrastructure. In short, the SSPs together serve as a roadmap for how infrastructure sector stakeholders will build their resilience by communicating within their sectors and with

SIIM, in ASPR, DHHS, is comprised of four Divisions: Security Division (manages all national security clearance functions and all personnel on-boarding security functions for ASPR, including personnel assigned to the National Disaster Medical System (NDMS)), Intel Division (manages

ASPR’s priority intelligence focus areas, key intelligence topics (KIT), and key intelligence questions (KIQ)), the Information Management Division (IMD) (serves as the information coordination entity in steady state and emergency events), and the Division of Critical Infrastructure Protection (CIP) (leads a public and private sector partnership in protecting the essential goods, services, and functions of HPH that, if disrupted would negatively impact the Nation).

Product Development for Mission Needs of Information Management, Security and Intelligence

SIIM is responsible for critical infrastructure partnership building and engagement; management and distribution of key information and products to support steady state operations and responses; providing actionable intelligence to enhance leadership decision making and response posturing; and providing security support, training, and exercises for personnel and for facilities that house critical medical products and supplies for incidents and emergencies.

Within SIIM, IMD is a cross cutting and integrated ASPR function that supports headquarters, field elements, and HHS and ASPR leadership during steady state and emergency response, including special events. To successfully meet situational awareness and decision support responsibilities, IMD functions as a cyclical process that utilizes pre-determined information requirements to support data collection and ensuing analysis, which is then used to build various information products and report to HHS, ASPR, and other response stakeholders. IMD maintains and provides overall situational awareness by monitoring and tracking events, identifying trends, performing analysis, and sharing information. IMD’s close engagement with other ASPR headquarters programs and regional staff allows IMD to leverage these internal stakeholder relationships to obtain the necessary information from state, local, tribal, and territorial (SLTT) healthcare officials to better identify and refine information sharing procedures before, during, and after a response. IMD also maintains a constant state of readiness through IMD branches and full-time Information Management Duty Officers (IMDOs), on-call personnel for Incident Management Team (IMT) and Incident Support Team (IST) positions.

SIIM’s Division of Security manages national security related transactions with various internal and external partners of ASPR. The Division of Security also establishes security standards, provides guidance, and ensures security compliance throughout the complete life-cycle acquisition process of critical vaccines, diagnostics, and drugs acquired under the Biomedical Advanced Research and Development Authority’s (BARDA) Medical Countermeasures Programs. In order to protect Information Technology (IT) Systems, facilities, products and information, the Division coordinates with local, state, and Federal law enforcement and emergency responders as required.

Looking forward, the Division of Security will be consolidating security standards for ASPR physical assets into an ASPR security standards document.

SIIM’s Division of Intelligence coordinates with HHS’s Office of National Security and other

Task Order 2 - SIIM-CIP intelligence partners on strategic and operational response-related intelligence requirements and product development to inform ASPR leadership and program areas decisions. During a response, the Division of Intelligence, or when activated, the Intelligence Unit, in coordination with the HHS Office of National Security (ONS) and other partners, is responsible for the following functions gathering, processing, assessing, securing, and appropriately disseminating finished intelligence products related to the threat/incident.

CIP leads a public and private sector partnership model to protect the essential goods, services, and functions of healthcare and public health that, if disrupted would negatively impact the Nation.

CIP operates this partnership under the authority of Presidential Policy Directive 21 (replacing HSPD-7); the National Infrastructure Protection Plan (NIPP), which provides the operational framework for all 16 sectors, including the HPH Sector; and the HPH Sector-Specific Plan Annex, which provides a more detailed guidance.

The NIPP relies on the sector partnership model as the primary organizational structure for coordinating its protection mission. For each infrastructure sector, a Sector Coordinating Council representing the private sector and a Government Coordinating Council was created to share data, techniques, best practices, and to support systematic risk-based planning and programs. These two mutually supporting mechanisms facilitate consensus approaches to protection efforts.

This consultation framework does not yield a static plan, so it is important to underscore that the nomenclature of Sector-Specific Plans should not suggest a project that is now complete. Rather, these SPPs reflect a consensus starting point, substantial progress made, and a road ahead for further work. Each will be continuously reviewed and regularly updated, improved and modified as appropriate.

Under these authorities, DHHS is named as the Sector Specific Agency (SSA) for implementing the sector partnership to manage the risk to the sector’s critical infrastructure. Under this charge it is responsible for leading the sector’s risk management program and facilitating the exchange of information and ideas between government and private sector stakeholders.

4. SCOPE

A. The scope includes all work required to support CIP, IMD, Security Division and associated offices within SIIM, including independent analysis and product development.

B. Work will be program coordination and support in nature.

• Manage content for the HPH section of the Homeland Security Information Network (HSIN);

developing, posting and organizing documentation.

• Manage access to HSIN-HPH, GovDelivery/Granicus, and additional online platforms to include customer relationship management tools. Process new applicants and following up with help requests.

• Monitor the HPH electronic mailbox and communication mechanisms for new incoming e-mail, maintain distribution addresses, pushing out documents to the HPH Sector.

Task 3 - Provide Emergency Operations related to planning, response, recovery, and exercise support

• The CIP program analyst that performs this task requires a secret clearance to timely facilitation activities related to emerging and current threats. This role participates in briefings on relevant threat topics to develop exercise content for our HPH Sector partners, provides support to SIIM staff working supply chain coordination efforts that are sometimes related to emerging threats, and act as a primary emergency responder for the division which sometimes requires accessing classified material for senior leadership decision making support.

• Providing accelerated Geographical Information Systems (GIS) based analysis following a disaster or emergency or during an exercise, related planning, response, recovery, critical infrastructure, and as needed to meet ASPR’s mission.

• Supporting communications with partners during response or exercise operations.

• Provide liaison officer services (one or two persons) to other agency’s operations centers. This will include pre-vetting personnel to center’s security and undergoing orientation and maintaining access to all needed systems via monthly site visit with communications checks.

Task 4 - Provide General Administrative Support

• Meeting Management o Schedule council and working group in-person meetings, webinars, and teleconferences;

o Assist division with meeting logistical coordination and agenda preparation, forward invitations, save-the-dates, develop, disseminate, and file meeting records and documents, prepare action items;

Task 5 - Make minor adjustments to Risk Identification and Site Criticality (RISC) toolkit content and functionality (e.g., embedded data reporting formats, user instructions, etc.) and correct errors and bugs (e.g., broken internet links) based on user feedback as supported by the stipulated contract level of effort and resources available. The scope and feasibility of technical modifications to the toolkit will be discussed and agreed to by the government project lead and the contractor on a case-by-case basis

• Operate a Help Desk function during normal duty hours to support utilization of the Risk Identification and Site Criticality (RISC) toolkit across the HPH Sector stakeholder community.

o Develop and implement an automated customer support request entry, tracking, close-out and reporting procedure;

o Provide summary customer support reports to the government project lead on a monthly basis; and o Develop and implement an automated customer feedback survey.

Task 6 - Conduct an annual review and refresh of the data sources and embedded data contained within the Threat Hazard Assessment Module of the RISC toolkit

The CIP management analyst that performs this task requires a secret clearance to support the development of the RISC 2.0 Toolkit and future applications of the information compiled within the tool. A major component of this toolkit development will include exploration of data sources and information compilation mechanisms, some of which is only available beyond the unclassified level. This individual should have the ability to ensure the information being developed by the contracting staff is relevant to emerging threats and risks, which may be only accessible in classified spaces. Additionally, this individual will be working closely with private and public sector partners to offer additional information sharing opportunities during steady state as requested by private sector leadership which will sometimes be in classified spaces (i.e., Fusion centers, DHS/Federal Bureau of Investigation (FBI) spaces, etc.).

Task 7 – Provide subject matter expertise on cybersecurity coordination matters

The CIP program analyst that performs this task requires a secret clearance to interface on the cybersecurity topic and activities with Federal interagency partners.
