About this file
This is a Request for Proposal (RFP) issued by the National Highway Traffic Safety Administration (NHTSA) seeking a contractor to provide research and analysis support for assessing vehicle technologies related to Federal Motor Vehicle Safety Standards (FMVSS). The contractor will identify current and emerging vehicle safety technologies, analyze how they relate to existing standards, and recommend potential updates to standards. The work includes evaluating technologies in current production vehicles as well as those in development for near-term (0-5 years) and longer-term (5+ years) implementation.
The RFP contemplates award of a single Blanket Purchase Agreement (BPA) with a 5-year period of performance. Proposals are due by 3:00 PM EST on February 21, 2025, with questions due by 11:00 AM ET on January 28, 2025. The NAICS code is 541910 with a size standard of $17M. Technical proposals are limited to 30 pages and will be evaluated on three factors in descending order of importance: Technical Approach, Qualifications of Project Personnel, and Corporate Experience/Past Performance. Required labor categories include Project Manager, Senior Project Engineer, Junior Project Engineer, and administrative support. While this is not a small business set-aside, the technical factors are significantly more important than cost in the best value trade-off evaluation process.

SECTION C - DESCRIPTION/SPECIFICATIONS/ STATEMENT OF WORK
C.1 BACKGROUND
NHTSA is responsible for developing and enforcing Federal Motor Vehicle Safety Standards (FMVSS). The standards establish safety performance requirements for new production motor vehicles and address all major vehicle systems. Many of these standards were originally issued in the late 1960’s and early 1970’s. Many have had minor to major upgrades since that time but others have not. Components could include an assessment of whether the standard is up to date with new technology; a technical review of international standards or testing, SAE standards, or testing being done by manufacturers or others; an assessment of recent countermeasures being used to meet the standard, including technologies in development; and an assessment of other factors that would affect the need to update the standard. The contractor is expected to perform subtasks in Sections C.5 listed for each standard under review.
C.2 PURPOSE
The purpose of this contract is to provide research and analysis support for a technology assessment of countermeasures and/or testing utilized in the National Highway Traffic Safety Administration (NHTSA) FMVSS. The scope of this contract includes identifying technology developments in vehicle systems and vehicle safety systems that are associated with each standard, completing an engineering analysis/assessment of the relationship of these technologies to components of the standard, identifying elements of the standard that are affected by these technologies, and identifying potential changes to the standard to address these technologies.
The scope of the research includes technologies in vehicles currently in production and products in development.
C.3 GENERAL REQUIREMENTS
Requirements may include, but not limited to the following:
Information Collection on Current Production and Prospective Motor Vehicle Technologies and Related Testing
The contractor shall collect and assess the value of automotive technologies information through any of the following sources: literature searches of technical reports, automotive news media, manufacturer inquiries, supplier inquiries, discussions with engineering staff of various offices in NHTSA, site visits, and other sources identified by the COR and/or the contractor. The objective is to obtain information on (1) technologies being used in current production vehicles, (2) technologies in the later stages of development that may be ready for use in production in the near-term (0-5 years), (3) technologies showing promise for the longer term (5+ years) and (4) testing related to the standard.
Vehicle Systems Assessment
The contractor may be required to conduct an engineering assessment and provide documentation on how automotive system and subsystem technologies relate to the specific components of the FMVSS under review. The analysis will determine these relationships in quantitative and qualitative terms, as applicable.
C.4 PERFORMANCE AND DELIVERABLES
All work required in each awarded Task Order, including preparation, submission, review, and acceptance of the final report will be completed within each Task Order's period of performance.
The required work described in each Task Order will be performed and completed by the contractor within the ceiling amount of each Task Order. The contractor is required to submit a monthly Task Order Report.
