About this file

This is a Questions and Answers document for Solicitation 693JJ925R000019, which clarifies various aspects of the solicitation requirements for an engineering assessment contract with the National Highway Traffic Safety Administration (NHTSA). The document confirms that task orders under the Blanket Purchase Agreement (BPA) will typically be firm fixed price, and the BPA is not being executed under GSA's Multiple Award Schedule.

Key clarifications include: no Conflict of Interest documentation is required for subcontractors at proposal time; resumes are limited to 5 pages; the correct NAICS code is 541330 (Engineering Services); government furnished property listed in section H.2.e is not applicable; offerors may propose additional labor categories beyond those listed; and hours should only be estimated in response to individual calls, not in the base BPA submission. The document also indicates that certain forms, including the Past Performance Questionnaire and SF LLL Disclosure of Lobbying Activities, will be uploaded as corrections to the solicitation package.
